Award a Consultant Services Agreement to NBS Government Finance Group, to conduct a Property Based Improvement District (PBID) Feasibility Evaluation and Action Plan for the Belmont Corridor for a term through August 31, 2027 and a total fee amount not to exceed $113,500. (Bid File 12502064)

Staff recommends City Council approve the consultant services agreement with NBS Government Finance Group and authorize the City Manager or designee to sign agreement for services.
EXECUTIVE SUMMARY
A Property-Based Improvement District (PBID), also known as a Business Improvement District (BID), allows property owners and businesses within a designated area to pool resources and fund improvements and services that benefit the entire district. These improvements can contribute to a cleaner and safer environment and ultimately lead to increased property values and additional business attraction.
BACKGROUND
During the FY 2025 budget hearings, funding was appropriated to assess whether a PBID is feasible along the Belmont corridor. In March 2025 a Request for Qualifications (RFQ) was released (Bid File 12502064) to solicit proposals to provide a PBID Feasibility Evaluation and Action Plan for the Blackstone Corridor. A total of one (1) proposal was received and staff determined that the vendor, NBS Government Finance Group, was well qualified to carry out the work. Additional funding was appropriated during the FY 2026 budget hearings to cover additional costs associated with this project.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this recommendation does not qualify as a "project" as defined by CEQA.
