Approve an Agreement between the City of Fresno and ProForce to purchase 300 Glock pistols, holsters, and Streamlight TLR-7 in the amount of $217,838.55.

RECOMMENDATION
It is recommended that the council authorize the Chief of Police to enter into an Agreement with ProForce to purchase 300 Glock pistols, holsters, and Streamlight TLR-7 in the amount of $217,838.55.
EXECUTIVE SUMMARY
In February 2020, the Fresno Police Department (FPD) with Council approval purchased 900 Glock 9mm duty pistols. This purchase was to transition the department from the 10-year-old Beretta PX4 Storm .40 cal. duty pistol to the Glock 9mm duty pistol. This transition involved training sworn members of the department on the use of the Glock over a 9-month period of time.
This was a minimum purchase in order to transition the organization into the new duty pistol but did not expand beyond the scope of projected growth or operational needs. Traditionally, it is normal for the department to have approximately 1,200 duty pistols registered institutionally for issuance and operations. Currently, we have less than 40 Glock duty pistols available in the vault located at the Regional Training Center. Although the department has completed the regular transition process, we have officers out on Long Term Absence and Reserve Police Officers that still need to be outfitted, as well as new hires and other operational needs which exceeds our current inventory.
As part of the review process for determining which duty pistol to purchase for use by sworn personnel, the FPD training unit tested and evaluated five industry standard duty pistols derived from data through the Major City's Chief's Association (MCCA) 2019 survey.
