Approval of Memorandum of Understanding with ACTS Foundation/Mint Thrift Store for temporary emergency housing if activated as a Warming Center (District 1).

RECOMMENDATION
Staff recommends that the Council approve a Memorandum of Understanding with the ACTS Foundation for use of Mint Thrift Store for a City Warming Center when activated.
EXECUTIVE SUMMARY
By resolution of the Fresno City Council, September 29, 2022, "Warming Centers shall be activated anytime the temperature is forecasted to drop below 35 degrees." This MOU details the partnership between the City of Fresno and the ACTS Foundation for use of a facility as a Warming Center.
This MOU identifies the services that will be provided by ACTS Foundation at the Mint Thrift Store, located at 4798 North Marty Ave, Fresno, (a facility in a City location in the northwest portion of City of Fresno) and that the City of Fresno will provide the related support to activate and operate the Warming Center, including staffing, custodial, equipment, and community
BACKGROUND
When directed by the Council to locate a facility in the Northwest region for use as a Warming Center, a communication to local CBOs was distributed requesting an appropriate facility, available for use. The ACTS Foundation/Mint Thrift Store contacted the City to offer use of the Mint Thrift Store, located at 4798 North Marty Avenue, Fresno, CA 93722, in City Council District 1, when activation thresholds are met.
