Designate alternates to serve as the City of Fresno's representative on the Board of Directors of the Upper Kings Basin Integrated Regional Water Management Joint Powers Authority (Citywide)

RECOMMENDATION
Staff recommends the City Council approve the designation of the following alternates to serve on the Board of Directors of the Upper Kings Basin Integrated Regional Water Management Joint Powers Authority (JPA):
1st Alternate - Director of Public Utilities
2nd Alternate - Assistant Director - Water Division
3rd Alternate - Projects Administrator
EXECUTIVE SUMMARY
Department of Public Utilities (Department) staff regularly participate in the Advisory Committee and Board of Director meetings of the JPA. Due to recent staff changes the Department finds it necessary to update the designation of City of Fresno (City) staff as alternatives to represent the City on the Board of Directors of the Joint Powers Authority, which requires City Council approval. Staff is recommending the designation of the following positions within the Department as 1st, 2nd, and 3rd alternate members to represent the City on the Upper Kings Basin Integrated Regional Water Management JPA Governing Board when the appointed Councilmember is unable to attend:
1st Alternate - Director of Public Utilities (currently Brock Buche)
2nd Alternate - Assistant Director - Water Division (currently vacant)
3rd Alternate - Projects Administrator (currently Dejan Pavic)
BACKGROUND
On July 17, 2005, the City Council adopted Resolution 2005-306 which allowed the City to Fresno to participate as a stakeholder in the Upper Kings Basin Water Forum (Forum).
