Title
Approve the First Amendment to the Service Agreement with RH Community Builders, LP for the continued operation of Youth Rapid Rehousing services located at 1309 W. Shaw Ave (APN 425-041-39), by providing 25 units for Transitional Age Youth (TAY ages 18-24) individuals and families experiencing homelessness in the City of Fresno. The amended agreement term is July 1, 2026, through June 30, 2027, for an amount not to exceed $500,000 under the Homeless Housing, Assistance, and Prevention (HHAP) Program (City Council District 2) (Bid File No. 12402933).

RECOMMENDATION
Staff recommends that the City Council approve the First Amendment to the Service Agreement with RH Community Builders, LP to continue providing 25 units of rapid rehousing services for TAY individuals and families age 18-24, located at 1309 W. Shaw Ave (APN 425-041-39). The amended agreement term will run from July 1, 2026, through June 30, 2027, for an amount not to exceed $500,000 under the HHAP Program. Staff recommends authorizing the City Manager, or designee, to execute all related implementing documents.
EXECUTIVE SUMMARY
Staff recommends a total allocation of $500,000 to RH Community Builders, LP to operate 25 units of rapid rehousing services at 1309 W. Shaw Ave (APN 425-041-39) for TAY individuals and families. To maintain continuity of services, staff is requesting approval to extend the agreement for one additional year using HHAP funding. The proposed term of the agreement is July 1, 2026, through June 30, 2027.
