RECOMMENDATION

Staff recommend that the City Council authorize the City Manager or its designee to execute this amendment with CSDA Design Group for the provision of consultant services related to the Fresno Yosemite International Airport FAR Part 150 Noise Compatibility Program, increasing the amount from original agreement AIP 3-06-0087-091 of $958,771.55 to $968,451.52. The amended agreement will extend the contract term through December 31, 2026, and incorporate cost provisions reflecting a 9.25% escalation for AIP 3-06-0087-095, Bid File 12501265, Phase 19 Bid Group 27. This amendment will not result in an increase to the total approved project funding. Existing funds within the current FAA AIP grant budget will be reallocated to accommodate the additional expense.

EXECUTIVE SUMMARY

The acoustic treatment of eligible homes in the vicinity of FAT has been ongoing since 1994 with funding from the Federal Aviation Administration (FAA) as part of its Residential Sound Insulation Program, locally known as the Sound Mitigation Acoustical Remedy Treatment (SMART) Program. To date, 1325 homes have been acoustically treated at no cost to the homeowners. FAA Airport Improvement Program (AIP) federal fiscal year 2021 grant funding for the SMART program has been received allowing the Department to implement the next phase of the Program.
