RECOMMENDATION
Staff recommends that City Council adopt a finding of Categorical Exemption of Class 3, pursuant to Section 15303(d) (New construction or conversion of small structures) and Class 4, pursuant to Section 15304(f) (Minor alterations to land) of the California Environmental Quality Act Guidelines ("CEQA") and award a $195,185 contract to Floyd Johnston Construction Company, Inc. of Clovis, California.
EXECUTIVE SUMMARY
The Department of Public Utilities ("DPU") Wastewater Management Division is seeking to award a construction contract for eight new manhole access sewer structures within the City of Fresno. These access structures are used for sewer system maintenance. Staff recommends City Council adopt a finding of Categorical Exemption of Class 3, pursuant to Section 15303(d) (New construction or conversion of small structures) and Class 4, pursuant to Section 15304(f) (Minor alterations to land) of the CEQA Guidelines and award a $195,185 contract to Floyd Johnston Construction Company, Inc. of Clovis, California, as the lowest responsive and responsible bidder.
BACKGROUND
The City of Fresno DPU Wastewater Management Division through the Collection System Maintenance workgroup is responsible for maintaining the City's sewer infrastructure consisting of over 1,490 miles of sewer mains. Existing sewer mains with manholes spaced more than 750 feet are a problem for the Sewer Collection System Maintenance workgroup to clean and properly inspect. The purpose for installing these new structures is to help reduce the distance between existing maintenance manholes and allow for proper inspection, viewing and cleaning the sanitary sewers trunk and mainlines.
Plans and specifications were prepared for the project. A Notice Inviting Bids was published on December 5, 2014, posted on the City's website and faxed to ten building exchanges. The specifications were distributed to 25 prospective bidders. Four sealed bid proposals were received and publicly opened on December 30, 2014. Bid proposal prices range from $195,185 to $276,800.
Staff has determined that Floyd Johnston Construction Company, Inc. of Clovis, California is the lowest responsive and responsible bidder with a submitted bid of $195,185. Their bid price is 2.4% below the Budget Allocation of $200,000. The staff determination was posted on the City website on January 13, 2015. Staff recommends that the City Council award a contract in the amount of $195,185 to Floyd Johnston Construction Company, Inc. of Clovis, California as the lowest and responsive bidder.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment of this project and has determined that it falls within Class 3 and 4 Categorical Exemptions set forth in the CEQA Guidelines, Section 15303(d) (New construction or conversion of small structures) and Section 15304(f) (Minor alterations to land) as this contract is for the construction of new manhole access sewer structures involving the construction of eight new manholes which will involve minor trenching, backfilling, and restoring surface pavement. Furthermore, none of the exceptions to Categorical Exemptions set forth, Section 15300.2 apply to this project.
LOCAL PREFERENCE
Local preference did not affect the award of this project because the lowest responsive and responsible bidder is a local business according to the Fresno Municipal Code Section 4-108.
FISCAL IMPACT
This project has no impact to the General Fund and is located in Council Districts 3, 4, 7 and parts of Fresno County. This project is identified in the five-year Capital Improvement Plan. Funds in the amount of $200,000 for the construction project are budgeted in the 2015 Sewer Enterprise Fund No. 40501. The fiscal impact of this contract would be $200,000.
