RECOMMENDATION
Staff recommends that City Council adopt a finding of Class 1 categorical exemption, pursuant to Section 15301 (d) (Existing facilities) and Class 2 categorical exemption, pursuant to Section 15302 (c) (Replacement or reconstruction) of the California Environmental Quality Act ("CEQA") Guidelines for Manhole Rehabilitation on West Avenue from Dakota Avenue to McKinley Avenue and award a construction contract in the amount of $194,250 to Bill Nelson, Inc., of Fresno, California for Sewer Manhole Rehabilitation on West Avenue.
EXECUTIVE SUMMARY
Rehabilitation of the City's manholes is essential in maintaining a functioning infrastructure. The Department of Public Utilities, Wastewater Management Division ("WMD") is seeking to award a construction contract to rehabilitate 15 manholes on West Avenue from Dakota Avenue to McKinley Avenue. The manhole rehabilitation will consist of replacing the frame and cover, coating the manhole, and adding nine drop bowls.
BACKGROUND
The Collection System Maintenance workgroup is responsible for maintaining the City's sewer infrastructure consisting of over 23,600 manholes. The purpose of these structures is to allow access during inspection, viewing and cleaning of the sanitary sewers trunk and mainlines. Rehabilitation of these manholes will assist in extending the life of the existing system and eliminate structural deficiencies and corrosion caused by hydrogen sulfide.
Plans and specifications were prepared for the project. A Notice Inviting Bids was published on January 20, 2015 and posted on the City's website. The specifications were distributed to nine prospective bidders, and faxed to ten Builder Exchanges. The Bid will expire within 64 days of bid opening on February 17, 2015. Three sealed bid proposals were received and publicly opened on February 17, 2015. The bid proposal prices range from $194,250 to $199,960.
Bill Nelson Inc., was the lowest responsive bidder with a submitted bid of $194,250. Staff determination was posted on the City Website on March 30, 2015. Staff recommends that the City Council award a construction contract in the amount of $194,250 to Bill Nelson Inc., as the lowest responsive and responsible bidder. Their bid price is 7.3% above the original Engineer's Estimate of $180,000. The cost of adding the drop bowls caused the bid price to increase. Based on that addition, this bid price is within reason.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment for Manhole Rehabilitation on West Avenue and has determined that it falls within Class 1 and 2 Categorical Exemption set forth in CEQA Guidelines, Section 15301(d) (Existing facilities) and Section 15302(c) (Replacement or reconstruction) because this contract involves restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment. Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
Local preference was not implemented because the lowest responsive and responsible bidder is a local business according to the Fresno Municipal Code Section 4-108.
FISCAL IMPACT
This project has no impact to the General Fund and is located in Council District 1. This project is identified in the five-year Capital Improvement Plan. Funds in the amount of $294,000 for the construction project are budgeted in the 2015 Sewer Enterprise Fund No. 40501. The fiscal impact of this contract would be $202,150.
