RECOMMENDATIONS
 
Staff recommends that the City Council adopt the 42nd Amendment to the Annual Appropriation Resolution No. 2014-95, to appropriate $2,223,500 for new capital projects in the Public Works Department.
 
EXECUTIVE SUMMARY
 
There are a number of new capital improvement projects staff is preparing to implement which are funded from Federal grants, Measure "C", Community Facilities Districts (CFD) and other local sources.  The grant funded projects were awarded Federal funds through the Congestion Mitigation Air Quality (CMAQ), Active Transportation Program (ATP) and Regional Surface Transportation Program (RSTP) administered by the Fresno Council of Governments (Fresno COG).  Funding from Measure "C" is administered by the Fresno County Transportation Authority (FCTA).  CFD and other local sources are administered by the City of Fresno.
Staff recommends Council adopt the amendment to the AAR in order to provide appropriations in the Public Works FY 2015 Capital Budget to sufficiently cover anticipated expenditures for the cost of these new projects.
 
BACKGROUND
 
Staff is seeking Council approval on the attached AAR amendment which will appropriate funding for 19 new capital projects.  The projects are funded via a combination of CMAQ, ATP, RSTP, Measure "C", CFD and other local funding, with $2,223,500 of appropriations being requested for current FY2015 expenditures. The remaining project costs of $10,121,300 will be included in the proposed FY2016 capital improvement budget and generally include the construction phases of the projects. The grant funds are included in the Federal Transportation Improvement Plan (FTIP) administered by the Fresno COG.
 
The new projects are categorized as follows:
 
·      Street/Bridge Projects - These seven projects improve streets, bridges and sidewalks through reconstruction, rehabilitation, replacement or installation of pavement, bridge structure or sidewalks.  Funding comes primarily from CMAQ, ATP and RSTP grants.  Recently awarded ATP grant projects under this category are sidewalks along Hughes Avenue from Hedges to Floradora and sidewalks along Orange Avenue from Alta to Lowe Avenue. See the New Capital Projects Detail List attached for project locations. Total appropriations requested for this category are $1,648,700.
 
·      Traffic Signal Projects - Two projects will install traffic signals at Clinton & Thorne and Tulare & N Street, improving traffic flow at those intersections.  The Clinton & Thorne project received funding through the ATP Safe Routes to School (SRTS) grant program while Tulare & N Street is being funded with a RSTP grant.  Appropriations for the two projects total $9,800.
 
·      Bicycle/Trail Projects - This category consists of five projects.  The update of the Master Pedestrian/Bicycle Trail Plan will be completed in accordance with ATP funds, Measure "C" Bicycle Lane and Pedestrian Trail dollars.  The other four projects will construct new bike lanes, sidewalks and trail segments at locations within the city of Fresno.  See the New Capital Projects Detail List attached for project locations.  The total multi-year funding for the projects is proposed as a combination of CMAQ, ATP, RSTP, Measure "C" and Gas Tax.  Appropriations of $358,100 are included in this category.
 
·      CFD/Miscellaneous Projects - This category includes five projects for CFD infrastructure improvements, right-of-way acquisitions and the purchase of a street sweeper.  Total appropriations for the projects are $206,900.  
 
o      CFD Infrastructure - The projects will install new irrigation controllers, replace irrigation systems and replace landscaping in tracts within the CFDs.  There are three projects of this type within CFD #2 and CFD #11 with funding coming from the CFD revenue designated for this purpose.  The projects requested appropriations are $74,500.
 
o      Right-of-Way Acquisition - One project will purchase right-of-way on behalf of developments for tracts being constructed within the city limits.  Funding is provided by the developer under a right-of-way acquisition agreement which is classified as other local funds.  Appropriations for this activity total $127,700.   
 
o      Street Sweeper - This project will purchase a CNG-fueled street sweeper to be used in the Street Sweeping Program using a CMAQ grant.  Funding of $4,700 is requested for this fiscal year to begin the purchase process.
 
Based on a review of the existing FY 2015 Capital Budget the projects and the appropriations to fund anticipated FY 2015 expenditures must be added.  The proposed adjustments are summarized in the tables attached.  Detailed adjustments are in the Amendment to the Annual Appropriation Resolution attached.
 
ENVIRONMENTAL FINDINGS
 
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a "project" as provided in the California Environmental Quality Act requirements.
 
LOCAL PREFERENCE
 
Local preference does not apply to the projects included in this report as this is a rebudget item only.  Local preference (if applicable) will be considered at the time of contract award.
 
FISCAL IMPACT
 
There is no new net impact to the General Fund.  All proposed costs will be paid for from new and existing revenue sources.  See attached Resolution for specific funds and associated costs.
