Approval of First Amendment to the Services Agreement between the City of Fresno and Accuvant, Inc.

RECOMMENDATION
 
Staff recommends City Council approval of the First Amendment to Agreement dated October, 24, 2014 between the City of Fresno and Accuvant, Inc.  The services amendment provides for services to create an information security program strategy plan, which will include the estimated costs for implementation of the plan.  The cost of the service will be $48,000 plus a maximum of $12,000 in Travel Expenses.
 
EXECUTIVE SUMMARY
 
In this day and age, cyber security is becoming more and more complex and prevalent in our daily lives. The Information Services Department is responsible for protecting all the City's information systems. In January 2015, an initial security assessment was performed by Accuvant, Inc. with several recommendations for implementing a more protective, yet business-aligned security program for the City of Fresno. The assessment gave an outside perspective and compared our current provisions with industry standards. From this assessment came recommendations in a phased approach which highlighted a need for the City to create a proper security program. This First Amendment engagement will create a plan and estimated costs for the implementation of such. The consultant expects to spend two months' activity on this project, at a cost of no more than $6,000 per month in expenses to bring the total contract to $60,000.
 
BACKGROUND
 
In order to be compliant with regulations regarding the security of municipal network systems, security assessments, audits and intrusion penetration tests are required. The January 2015 security assessment and risk assessment allowed us to gain a perspective on implemented security provisions.  The execution of the assessment included understanding the City's mission, vision and culture which included meeting with each Department to understand their business function as well as identify viable risks.  From this understanding, a deliverable was created in the form of a confidential report that was presented to the City and outlined risk factors as well as provided recommendations on future security provisions. City Attorney has reviewed and approved to form.
 
ENVIRONMENTAL FINDINGS
 
By definition provided in the California Environmental Quality Act  Guidelines Section 15378, this item does not meet the definition of a "project" as defined by the California Environmental Quality Act.

FISCAL IMPACT
 
Estimate fiscal impact is $48,000 for the work and a maximum of $12,000 for travel expenses. Appropriations have already been accounted for in ISD's budget.
