SUBJECT

Title

Authorize the Chief of Police to enter into a five year lease agreement between the City of Fresno and the Mark and Tami Graham Family Trust for indoor vehicle storage and classroom space at 5280 and 5282 E Pine Street in Fresno, California, for the Fresno Police Department bomb squad, SWAT, and training units.

Body

RECOMMENDATION

Staff recommends that Council authorize the Chief of Police to enter into a five year lease agreement with an option for a sixth year between the City of Fresno and the Mark and Tami Graham Family Trust for indoor parking of equipment and classroom space located at 5280 and 5282 E. Pine Street, in Fresno.

EXECUTIVE SUMMARY

For the past fifteen years, the Fresno Police Department has leased the property at 5280 and 5252 E. Pine Street.  This lease agreement expires June 30, 2015.  This location is used to securely house the Special Weapons and Tactics (“SWAT”) bus, bomb squad truck and total containment vessel, Police Activities League (“PAL”) equipment, and many other Police Department specialized vehicles.  The new proposed lease is for 10,000 square feet of storage space located on a 24,000-square foot lot.

BACKGROUND

The Police Department has a large number of specialized vehicles that require indoor storage in an alarmed facility.  For the past fifteen years, these vehicles have been stored in a leased facility at 5280 and 5282 E. Pine Street.  The lease expires on June 30, 2015.  In addition, the facility has office space that is used as a classroom and/or briefing for SWAT and Explosive Ordnance Disposal (“EOD”).  This space has been effective in providing the needed indoor parking space for the Police Department vehicles.  No other existing Police Department facilities are available.

The cost for the lease will be $4,300 per month (approximately $.43 per foot of indoor storage).  The total cost is $51,600 per year and has been appropriated in the Police Department’s FY 2016 budget.  The proposed lease has been reviewed and approved as to form by Risk Management and the City Attorney’s Office.

ENVIRONMENTAL FINDINGS

This is not a “project” for the purposes of CEQA, pursuant to CEQA Guidelines Section 15378.

LOCAL PREFERENCE

Local Preference was not considered because executing the lease does not include a bid or award of a construction or services contract.

FISCAL IMPACT

Lease payments will be made out of the Police Department’s FY 2016 budget.
