RECOMMENDATION

 

Staff recommends that Council authorize acceptance of $100,000 in grant funding from the ABC, allowing the Chief of Police to enter into and execute the agreement and all program required documents, and adopt the first Amendment to AAR No 2015-104 to appropriate funding into the FY 2016 budget.  Funds have been awarded for the 2015/2016 Alcoholic Beverage Control (ABC) grant to the Fresno Police Department’s (FPD) ABC Enforcement Program.

 

EXECUTIVE SUMMARY

 

ABC has awarded $100,000 in grant funding to the FPD to provide prevention, education, and enforcement of alcohol related enforcement issues.  The grant period is from July 1, 2015, to June 30, 2016.  The funding will assist with the cost of a detective assigned to this enforcement program and program related training.

 

BACKGROUND

 

With 1,058 premises licensed to serve or sell alcohol within the City of Fresno (534 off-sale and 524 on-sale), the Department realizes the importance of issues related to alcoholic beverage education, enforcement, and abuse prevention.  The ABC Program’s goal is to increase alcohol awareness; educate officers, licensees and the community on laws involving alcohol sales, and to hold licensees accountable.  This can be accomplished by: issuing Roll Call Training Bulletins; educating Patrol Officers and School Resource Officers on regulations for establishments that sell alcohol; providing education to the community, licensees and their employees; conducting IMPACT Inspections, DUI Educational Checkpoints, and other undercover operations (Decoy, Shoulder Tap, Drunk Decoy, Trap Door, etc.).

 

Sales of alcoholic beverages to minors and furnishing alcoholic beverages to minors remain among the top alcohol-related concerns of the community and law enforcement.  Undercover operations have shown that licensees continue to sell alcohol to minors and adults occasionally purchase alcoholic beverages for minors in violation of the law.  These operations serve to identify violators, hold accountable and discourage others from selling to minors.

 

Driving under the influence of alcohol also continues to be a major challenge for FPD.  In 2014, there were 412 DUI collisions, 87 DUI injury collisions, and 6 fatalities resulting from DUI collisions.  FPD conducted 56 DUI Educational Checkpoints, and 23 Saturation Patrols in 2014.  A total of 2,862 individuals were arrested for driving under the influence of alcohol within the City of Fresno.  In addition, we conducted 51 “Decisions for Life” Classes with 1769 attendees.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purposes of CEQA, pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not considered because accepting grant funds does not include a bid or award of a construction or service contract.

 

FISCAL IMPACT

 

The ABC grant will provide $98,300 for detective employee services costs and $1,700 in operations and training activities.  An AAR is attached to recognize the revenue and appropriate the funds.  This funding will enable FPD to continue its efforts to prevent underage drinking and the sale of alcohol to minors through education and enforcement within the City of Fresno.
