BILL - (For Introduction) Amending Sections 1-405, 1-408, 1-510, and adding Section 1-412 to the Fresno Municipal Code relating to code enforcement hearings

BACKGROUND

 

Administrative Hearings are the end product of Code Enforcement violations and is the “people’s court” for citizens of Fresno. Significant issues involving livability that will affect neighborhoods are resolved in Administrative Hearings. With the adoption of the Vacant Blighted Building Ordinance and other changes in Code Enforcement there is a need to make some adjustments to the applicable FMC Sections relating to Administrative Hearings.

 

PURPOSE OF AMENDMENT

 

The purpose of this amendment is to provide more transparency for Administrative Hearings, place limits on costs, ensure compliance with applicable FMC code sections and Master Fee Schedule, enhance recovery of unpaid penalties, fines and other damages, and improve record keeping.

 

RECOMMENDATION

 

It is recommended that the Council adopt the proposed FMC amendments.
