RECOMMENDATIONS

 

Staff recommends that the City Council approves the attached one year contract with Fresno Unified School District (FUSD) for $500,000 and approve the 15th amendment to the Annual Appropriation Resolution No. 2015-104 to appropriate $83,500 to conduct the Sports Play Active Recreation for Kids (SPARK) program.  The contract funds will enable PARCS to operate an elementary school based fitness and nutrition program at 29 Fresno Unified School District elementary school sites.  The contract resources will go towards funding the day to day operation of the SPARK Program during Academic Year 2015/2016.

 

EXECUTIVE SUMMARY

 

PARCS will be providing programming content in the areas of physical fitness and nutrition for the academic school year of 2015/2016.  FUSD and PARCS are partners in the after school recreation program and are providing activities for elementary school children.  The attached contract was created by FUSD for consideration and approval by both the FUSD School Board and the City Council. The contractual agreement would establish a one-year commitment at $500,000 for services from FUSD.  Based on prior year contracts with FUSD, the FY 2016 budget includes $416,500 for the SPARK program and an additional appropriation of $83,500 for expanded services. 

 

The contract will allow PARCS staff to continue the SPARK Program at 29 elementary school sites. The after school contracts began in August 2015 and will fund the Program for the 2015/2016 academic school year.  Funding for the SPARK Program will supply 22 of the 29 school sites with one 20-hour per week staff member and 7 of the 29 school sites with two 20-hour per week staff members.

 

BACKGROUND

 

Since the 1960’s, the City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department and Fresno Unified School District (FUSD) have been working together on summer and after-school recreation programs. Both agencies share the vision of energizing young students through physical fitness, proper nutrition, hands-on project building and youth development. Our common goals and shared resources have made our partnership strong and have improved service delivery over the years.   Since August of 2007, PARCS has been under contract by FUSD to operate a collaborative elementary school aged after school program. This program was conducted at 29 elementary sites last year and was funded through the Proposition 49 (A.S.E.S.) grant award.  Due to the success of this after school collaborative, this department was contacted and asked to consider providing expanded physical fitness programs (SPARK) at the 29 elementary schools and to also provide these services at Awahnee Middle School.  The expanded program will add two additional staff at 7 of the 29 elementary schools and the implementation of a Spark school program at Awahnee Middle School.

 

SPARK provides daily physical fitness and nutrition programs during after school hours, Monday through Friday from 2 p.m. to 6 p. m.  The SPARK Program is part of an after school model that includes homework tutorial, literacy and other youth development components.  SPARK conducts an annual fitness testing program that pre-tests and post-tests selected students in the areas of baseline physical fitness and measures improvement throughout the year.

 

This Agreement was reviewed and approved by the City Attorney and Risk Management Offices.

 

ENVIRONMENTAL FINDINGS

                     

The contracted services will be provided at FUSD school sites.  By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 they do not qualify as “projects” and therefore are exempt from CEQA requirements.  

 

LOCAL PREFERENCE

 

Local preference is not applicable, since this item will not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

The staff costs and administrative costs will be recovered under the agreement; so no General Fund dollars are requested to implement the program.  Acceptance of the grant funds will have no impact to the General Fund, as up to $500,000 of revenue will be received from FUSD as reimbursement for up to $500,000 of program expenses.
