RECOMMENDATION
Staff recommends that the City Council adopt a finding of Class 1 Categorical Exemption, pursuant to Section 15301(c) of the CEQA Guidelines and award a construction contract in the amount of $335,740 to Madco Electric Company of Fresno, California, as the lowest responsive and responsible bidder for the Traffic Signal Improvements at the intersection of Palm Avenue and McKinley Avenue and authorize the Public Works Director or designee to sign the contract on the City’s behalf.
EXECUTIVE SUMMARY
The proposed traffic signal improvements project at the intersection of Palm Avenue and McKinley Avenue will provide protected left turn movement of vehicles through the intersection. These improvements will provide more efficient vehicle and pedestrian movement through the intersection, as well as improved safety for both vehicular and pedestrian traffic.
BACKGROUND
The proposed traffic signal project at the intersection of Palm Avenue and McKinley Avenue will provide for protected left-turn movement of vehicles through the intersection. These improvements will provide significant improvement for efficient vehicle movement through the intersection as well as improved safety for both vehicular and pedestrian traffic. The project includes protected left-turn phasing improvements to the existing traffic signals, removal of two existing driveway approaches, new sidewalk, new curb and gutter and new signing and pavement striping. A new ADA-compliant curb ramp will be installed at the Northwest corner of the intersection. All other curb ramps have already been installed and will not need replacement.
Public Works Department staff prepared project plans and specifications and a Notice Inviting Bids was published in the Business Journal on October 30, 2015, posted on the City’s website and faxed to 10 building exchanges. The specifications were distributed to six prospective bidders. Three sealed bid proposals were received and opened in a public bid opening on December 8, 2015, with bids of $335,740, $386,000 and $432,039 received. Madco Electric Company of Fresno was deemed the lowest responsive and responsible bidder. The bids will expire in 64 days as of the bid opening of December 8, 2015.
Staff recommends awarding a construction contract to Madco Electric Company in the amount of $335,740 to construct the Traffic Signal Protected Left-Turn Phasing Improvements at the Intersection of Palm Avenue and McKinley Avenue and authorize the Public Works Director, or his designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines Section 15301(c) (existing facilities), which exempts the repair, maintenance, or minor alteration of existing structures or facilities, which includes existing streets, sidewalk and gutters, and no further expansion of existing use, because the project includes installation of traffic signal facilities, crosswalks, signage and pavement striping. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
Local preference was not used based on conditions of state and federal funding.
FISCAL IMPACT
The traffic signal project at Palm Avenue and McKinley Avenue is located in Council Districts 1 and 3. The overall cost of the project is $544,100 and is funded by $430,252 in Highway Safety Improvement Program (HSIP) grant funds (State and Federal) and $113,848 local Traffic Signal Mitigation Impact Fee funds. The project will not have any impact to the General Fund. Of the overall cost of the project, $335,740 will be used for the construction contract award.
