RECOMMENDATION

 

It is recommended the Council approve a service contract with Kids Moving, Inc., subject to approval by the City Attorney’s Office, and approve terms of a Joint Use Agreement with Central Unified School District (CUSD).

 

EXECUTIVE SUMMARY

 

On December 17, 2015, the Council approved appropriations to significantly expand the amount of available green space to City residents through a partnership with Fresno Unified and Central Unified School Districts.  The program will open fourteen Fresno Unified campuses and two Central Unified campuses.  The City subsequently issued a Request for Proposals (RFP) for a service provider who could provide a variety of recreational, fitness and health/nutrition oriented programming on Saturdays and Sundays from 9:00 a.m. to 6:00 p.m. at these CUSD and FUSD school sites.

 

BACKGROUND

 

To address the lack of open space and recreational opportunities within the community, the City has partnered with CUSD and FUSD to provide the facilities needed to support a weekend recreation, fitness, and health/nutrition program that will operate at various school sites located throughout the Fresno community.  The City has committed $1.2 million towards funding the program for one year, but anticipates additional funding to be allocated in subsequent budget cycles. 

 

The City issued a RFP seeking proposals from qualified organizations to provide a variety of recreational, fitness, and health/nutrition oriented programming at various FUSD and CUSD school sites.  Two proposals were received.  The Administration and Staff recommend the selection of Kids Moving Inc. (KMI), a local nonprofit based in Fresno.  KMI will provide physical activity, health and nutrition education, and general supervision led by certified coaches at selected school sites on weekends.  Services at all sites will be provided from 9:00 a.m. to 6:00 p.m., as may be adjusted seasonally, on Saturdays and Sundays.

 

General recreation activities will take place for approximately two hours every Saturday under the direction of the lead coach and community volunteers provided through collaboration with community based organizations.  Structured sports recreation programming will be provided for six to twelve hours per weekend, depending on need and participation at each site.  Sports programming will include practice time and instruction, along with intramural league play.  The schedule will include time for community use without structured activities; KMI coaches will be there to supervise during unstructured time. 

 

Four to eight hours per weekend will be allocated to structured fitness workouts including family fun boot camps and other total inclusion workouts appropriate for all ages and abilities.  Nutrition and health programming (minimum of two hours per weekend) will be provided through partnerships with various local community benefit organizations.  Fitness, recreation, and nutritional education programs will be offered by season; winter, spring, summer and fall sessions will each last 13 weeks.  Every season, coaches are introduced to, and trained in, three different styles of fitness workouts, drills, and lead-up games for two sports, and up to 50 recreational games.  The lead coach of each campus will develop a monthly schedule based on the interests of the community as expressed from direct conversations, participation popularity, surveys, and seasonal sports. 

 

Staff anticipates entering into a standard service agreement with KMI in the amount of $928,000 for sixteen sites, with a possible $50,000 contingency for increases in direct costs.  Direct costs are identified as those that involve participants, such as coaching, director, and league coordinator staffing positions, as well as equipment and curriculum supplies.  Indirect costs are those primarily attributed to administering the program outside of direct participant contact yet are necessary to successful implementation and neighborhood participation.

 

Council previously approved terms of a joint use agreement with CUSD on January 28, 2016.  The Administration is bringing that agreement back before you as it has been modified, mostly in the areas of insurance and indemnity, following further review by the District.  The joint use agreement allows the City and the Districts to choose various sites that best meet the needs of the community.  The facilities, green space, and auxiliary facilities such as restrooms will be available for City programming and general public use at a minimum from 9:00 a.m. to 6:00 p.m. Saturdays and Sundays.  The agreement is subject to approval by the CUSD District Board.

 

ENVIRONMENTAL FINDINGS

 

This project was previously assessed and a finding of categorical exemption was adopted by the Council on January 28, 2016.

 

LOCAL PREFERENCE

 

KMI is based in Fresno.

 

FISCAL IMPACT

 

On December 17, 2015, the Council approved $1.2 million dollars in appropriations to significantly expand the amount of available green space in the community. Resolution 2015-104 appropriated excess FY15 General Fund Carryover to operating programs and capital improvement projects citywide.
