RECOMMENDATION
Staff recommends that the City Council approve the pre-purchase of a Biotrickling Filter Odor Control System from Evoqua Water Technologies of San Diego California in the amount of $2,543,000. The equipment will replace a portion of the existing Headworks Facility Odor Control System at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF).
EXECUTIVE SUMMARY
The Department of Public Utilities Wastewater Management Division is seeking to pre-purchase an odor control system for use in the upcoming “Headworks Odor Control System Replacement and Relocation” construction contract at the RWRF. This agreement is a purchase contract which will be assigned by the City under an Assignment and Novation Agreement to the construction contractor. A purchase order will not be issued at this time but the contract price will be included in the contract amount for the construction contract. Staff recommends the City Council approve the purchase in the amount of $2,543,000. It is anticipated that the Headworks Odor Control System Facility Improvements construction contract will be presented to City Council within four months of the approval of this pre-purchase contract and after a public bidding process. The new odor control system will enable the RWRF to reduce operation, maintenance and chemical costs.
BACKGROUND
This bid package is the preprocurement of a Biotrickling Filter odor control system (BFOCS) for the Headworks Facility located at the Fresno/Clovis Regional Wastewater Reclamation Facility. The existing odor control system for the Headworks facility consists of 3 chemical scrubbers. Each scrubber processes approximately 30,000 cubic feet of air per minute (CFM) for a total of 90,000 CFM. These scrubbers are costly to operate and maintain. The scrubbers use costly chemicals to scrub the air which is then returned to the sewer system for processing. These scrubbers are more than 20 years old and the 25 foot tall 12 foot diameter fiberglass containment vessels are beginning to fail and must be replaced. The requirements for the replacement of these systems are set forth in the San Joaquin Valley Air Pollution Control District rules. The rules state that emissions from the Headworks Facility must comply with Volatile Organic Chemical emissions limits per the Facility permit.
The existing Odor Control System ductwork has been recently upgraded to chemical resistant materials therefore this project scope will only be for the replacement of the OCU’s. It was determined that the 3 systems should be replaced with two new systems. The first systems is a carbon filter system which will treat 30,000 CFM the cleaner air which is exhausted from the space conditioned for operator safety. The second is this bid package is a larger more expensive biological system for the 60,000 CFM of air being exhausted from the spaces where raw wastewater is being conveyed.
This bid package was only for the BFOCS package equipment. The construction contract to install both the carbon filter system and the BFOCS will advertise in spring 2016. The construction should begin in Fall 2016. Because the new environmentally friendly technology being installed has a larger foot print, the construction project will include two duct bridges from the existing facility across a drive to an empty field where the new systems will be installed.
The design consultant prepared schematic drawings and specifications for the Odor Control Systems. The specifications required bidders to comply with specific performance and a high level experience requirement. On January 15, 2016, the BFOCS was advertised. Nineteen (19) specifications were distributed to prospective bidders. The public bid opening was on February 12, 2016. Two (2) bids were received. The lowest responsible and responsive bidder was the Evoqua Water Technologies.
The City Attorney’s Office has reviewed and approved the purchase agreement as to form.
ENVIRONMENTAL FINDINGS
A purchase agreement is not a project for the purposes of the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference was not implemented; neither of the bidders were local business.
FISCAL IMPACT
The project is identified in the five year capital improvement plan and included in the adopted five year rate model. Funds in the amount of $7,000,000 for the installation and procurement of the odor control systems are budgeted in the 2016 Sewer Enterprise Fund No. 40501. The fiscal impact of this contract would be $2,543,000.
