RECOMMENDATION
Staff recommends that Council approve an agreement with TAM+CZ, Architecture, Planning, Interiors, LLP, of Fresno, CA, in the amount of $51,000 with a contingency amount of $5,500 for the design of plans, cost estimates and general construction documents for the Veterans Memorial Auditorium Stage Rigging Linesets and Grid Framing project, and authorize the Public Works Director, or his designee, to sign and execute the standardized contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
On July 10, 2013, the City of Fresno entered into an agreement with TAM+CZ, Architecture, Planning, Interiors, LLP, (TAM+CZ), to perform an inspection and provide a report on the Veterans Memorial Auditorium Stage Rigging and Grid System. The report was completed on June 9, 2014, and it shows that the stage rigging linesets and grid framing require immediate attention. The cables and pulley wheels are worn out and the battens are bent as well as other issues. Staff recommends Council approve and agreement with TAM+CZ in the amount of $51,000 with a contingency of $5,500 for the preparation of plans and general construction contract documents for the Veterans Memorial Auditorium Stage Rigging Linesets and Grid Framing project, and authorize the Public Works Director, or his designee, to execute the standardized agreement on behalf of the City of Fresno.
BACKGROUND
On July 10, 2013, the City of Fresno entered into an agreement with TAM+CZ to perform an inspection and provide a report on the Veterans Memorial Auditorium Stage Rigging and Grid System. The report was completed on June 9, 2014, with a spreadsheet listing the components which need replacement or repairs in order of importance. The stage rigging linesets and grid framing are at the top of the list and require immediate attention. Because TAM+CZ was previously used to perform the inspection and provide the report, it is uniquely qualified to perform this work.
The Veterans Memorial Auditorium was built for the City of Fresno by the Federal Government in 1935 as a Works Progress Administration Project. The stage was constructed as part of the building, and became a major venue for traveling shows and events. The existing rigging undoubtedly, and for the most part, dates to the early days of the Auditorium. Most of the lineset rigging has seen 60 years or more of use. The cables and pulley wheels are worn out. One of the issues that cause the stage rigging linesets and grid framing to be at the top of the replacement list is the distance between well beams. The well beams are spaced 16’ apart compared to modern (since the 1950’s) spacing of well beams at 10’ to 12’ apart, which has caused battens to bend and lift blocks to be placed between well beams as well as other problems.

ENVIRONMENTAL FINDINGS
This is not a “project” for the purposes of the California Environmental Quality Act (CEQA) pursuant to the CEQA Guidelines, section 15378, subdivision (b)(5), because it is an administrative activity that will not result in direct or indirect physical changes to the environment.
LOCAL PREFERENCE
The selected consultant is a local business.
FISCAL IMPACT
The design of the Veterans Memorial Auditorium Stage Rigging Linesets and Grid Framing was approved in PARCS FY16 Budget.
