RECOMMENDATION

 

Staff recommends the City Council approve an amendment to the consultant agreement in the amount of $6,931 with AECOM Technical Services Inc., a California corporation of Fresno, California for the additional design of sewer infrastructure in the H/Broadway Downtown Alley.

 

EXECUTIVE SUMMARY

 

On September 25, 2015 the City entered into an agreement with AECOM Technical Services Inc. for the design of sewer rehabilitation and replacement in the Congo and H/Broadway Downtown Alleys. During the 90% design review, potential development plans for The Hotel Fresno were identified by City officials.  One hundred seventy linear feet of sewer originally intended for abandonment must now be designed for rehabilitation. Staff is seeking to amend the contract in the amount of $6,931 with AECOM Technical Services Inc. of Fresno, California.

 

BACKGROUND

 

In 2015 the City entered into an agreement with AECOM Technical Services Inc. for the design of sewer rehabilitation and replacement in the Congo and H/Broadway downtown alleys. In January 2016 the City entered into an amendment to the contract to correct naming discrepancies.

 

During the 90% design review by the City, it was brought to Wastewater’s attention that there may be future interest in revitalizing a portion of properties previously identified for demolition along the H/Broadway alley section of sewer. The sewer was scheduled to be abandoned; however, it must now be rehabilitated in order to serve future needs.

The original design contract with AECOM Technical Services Inc. totaled $69,915. Staff negotiated the additional scope to the contract for an increase of $6,931 which brings the total sum of the contracts to $76,846. This additional amount includes survey, CCTV review, utility location, and other design related tasks.

 

City Attorney’s Office has reviewed and approved this contract amendment as to form. Upon approval by the Council, the agreement will be executed by the Director of Public Utilities.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the award of this contract does not qualify as a “project” for the purpose of CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented, as this item is an amendment of a contract.

 

FISCAL IMPACT

 

This project is identified in the five-year Capital Improvement Plan. Funds in the amount of $750,000 for the project are budgeted in the FY16 Sewer Enterprise Fund No. 40501. The project is located in Council District 3, and it has no financial impact on the General Fund.
