RECOMMENDATIONS
Staff recommends that the City Council:
1) Approve a consultant agreement with Partners In Control, Inc. dba Enterprise Automation, Inc. (Enterprise) for an amount not to exceed $229,959 to provide software integration services at the Northeast Surface Water Treatment Facility (Facility) for the Friant Kern Canal Pipeline Project.
2) Authorize the Purchasing Director or designee, to sign the agreement on behalf of the City
EXECUTIVE SUMMARY
The Department of Public Utilities seeks Council approval for a professional consultant services agreement with Enterprise Automation to provide software integration at the Facility during the construction of the Project. Integration of the Supervisory Control And Data Acquisition (SCADA) software with the existing SCADA system is necessary to control the operation of the Project. Advertising and evaluation of the Request for Proposals is complete and Enterprise Automation was determined to be the sole responsive and responsible bidder for the Project SCADA software integration services. Agency permitting and bidding for the FKCP is complete, and project award is scheduled for April 2016. Concurrent completion of the Project SCADA software integration with the existing Facility SCADA system is contingent on approval of this agreement by the City Council.
BACKGROUND
Presently, the City of Fresno's contracted United States Bureau of Reclamation Central Valley Project (CVP) surface water travels nearly 55 miles in open canals from Friant Dam to the Facility. The proposed Project consists of the construction and operation of a 5.6-mile raw water pipeline. The new pipeline reroutes the CVP water directly to the Facility and will eliminate nearly 47 miles from the conveyance distance. The Project will convey water in an enclosed system and greatly reduce the threat to water quality, in otherwise open canals which are exposed to contamination from environmental debris, and accidental or malicious acts. The pipeline will be constructed across numerous properties in unincorporated Fresno County and connected to the existing one-mile long segment of pipeline constructed in 2007. Additional benefits of the project include reduced power consumption, chemical utilization, and increased operational reliability at the Facility.
Construction of the Project will require SCADA software integration services at the Facility to communicate, control and operate the Project surface water diversion structure. Due to potential software cyber security risk and the complexity associated with integrating SCADA system software, a certified, competent, and trustworthy consultant is required for the critical operation of the Facility. Enterprise Automation has successfully and efficiently performed similar services for other Department of Public Utilities projects and maintains a detailed knowledge of the site SCADA system that greatly reduces the startup efforts and time to integrate the two systems.
In accordance with the City Procurement Handbook and Administrative Order 6-19, the Department of Public Utilities solicited requests for proposals for this work. A Request for Proposals for SCADA Software Integration Services for the Proposal project was published on July 27, 2015 in the Fresno Business Journal and posted to the City’s Planet Bids Online site. The number of Plant Bid registrants received the Planet Bid notices were 1,365 and 12 specifications were distributed to prospective proposers. The public proposals were opened on October 20, 2015. Enterprise Automation submitted the sole proposal for $229,959 with is consistent with engineer’s estimate for the services. Staff reviewed the proposal and interviewed the proposer. The Notice of Staff Determination of Contract Award was posted on the City’s website on April 8, 2016. Staff recommends award of a consultant agreement to Enterprise Automation for these services in the amount of $229,959.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378, the award of this consultant agreement does not qualify as a “project” for the purposes of the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference was not implemented because no local firms submitted a proposal.
FISCAL IMPACT
There is no impact to the General Fund. The award of this consultant contract will be funded by the State Revolving Fund Low Interest Loan through the State Water Resources Control Board as part of the construction of the Project. Appropriations are included in Water Division’s FY2016 Capital Improvement Program adopted budget within the State Low Interest Loan Fund (40184). The loan repayments for the low interest loan were included in the water rate model used to create the five-year utility rate plan that was adopted by the City Council on February 26, 2015.
