Approve a two-year contract between Fresno City College ("FCC") and the City of Fresno ("CITY") to provide instruction and assessment services of in-service law enforcement personnel.

RECOMMENDATION

Staff recommends Council approve a two-year Master Agreement between FCC and the Fresno Police Department ("FPD") for FCC to provide contract instruction, training credit, and assessment services for in-service law enforcement personnel. This two-year Master Agreement sets forth that FCC will pay FPD $3.50 per instructional hour per student over the two-year period.

EXECUTIVE SUMMARY

FCC's Police Academy has served as FPD's contracted instructor since 1997, providing courses which satisfy requirements for FPD employees to receive mandatory and supplemental training credit. Pursuant to Section 3, subpart "a" of the Master Agreement, the parties wish to enter into an agreement for two years which will reimburse FPD $3.50 for each instruction hour per student. Despite FPD's budget constraints, ongoing training remains a high priority for FPD. This Master Agreement will allow employee training to continue uninterrupted from July 1, 2016 through June 30, 2018. In this "win-win" scenario, FCC receives funding for student enrollment from the State Community College and then pays FPD a portion of that funding for providing students.

BACKGROUND

The Fresno City College Police Academy has served as a training provider for FPD's in-service personnel since 1997, providing training, course credit, and payment for instructional hours.
