RECOMMENDATIONS

 

Staff recommends that City Council adopt a finding of Class 1 categorical exemption, pursuant to Section 15301 (d) (Existing facilities) and Class 2 categorical exemption, pursuant to Section 15302 (c) (Replacement or reconstruction) of the California Environmental Quality Act Guidelines for Lift Station 10 Improvements at W. Stratford Drive and N. Woodlawn Drive and award a construction contract to Floyd Johnston Construction Co., Inc.

 

EXECUTIVE SUMMARY

 

Improvement of the City’s lift stations are essential to maintain a safe, functioning infrastructure. The Department of Public Utilities, Wastewater Management Division (WMD) is seeking to award a construction contract to rehabilitate Lift Station 10. The primary purpose of this improvement project is to increase safety for maintenance workers by expanding the the size of the lift station.

 

BACKGROUND

 

The Collection System Maintenance workgroup is responsible for maintaining the City’s sewer infrastructure consisting of over 15 lift stations. The five-year Capital Improvement Plan by the Wastewater Department identifies the lift stations in most need of rehabilitation. The purpose of these lift stations is to pump wastewater from areas of low elevation to sanitary sewers at higher elevations. Rehabilitation of this lift station will improve access and safety for the collections systems workers who maintain the functionality of the lift station. Safety concerns arose when a passing vehicle side swiped a collections truck and ripped off the door as the City employee was exiting the truck. The project consists of improving access to the site by expanding the driveway and approach, rehabilitating the wet well, and replacing outdated electrical panels.

 

Plans and specifications were prepared for the project. A Notice Inviting Bids was published on March 30, 2016, and posted on the City’s website. The specifications were distributed to eleven prospective bidders, and faxed to ten Builder Exchanges. The Bid will expire on June 22, 2016, 64 days after the April 19, 2016 bid opening. Three sealed bid proposals were received and publicly opened on April 19, 2016.  The lowest responsive and responsible bid proposal  price is $202,166.

 

Floyd Johnston Construction Co. Inc. was the lowest responsive and responsible bidder with a submitted bid of $202,166. Staff determination was posted on the City’s website. Staff recommends that the City Council award a construction contract in the amount of $202,166 to Floyd Johnston Condtruction Co. Inc. as the lowest responsive and responsible bidder. Their bid price is 1.1% above the original Engineer’s Estimate of $200,000. 

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment for Lift Station 10 Improvements at W. Stratford Drive and N. Woodlawn Drive and has determined that it falls within Class 1 and 2 Categorical Exemption set forth in California Environmental Quality Act (CEQA) Guidelines, Section 15301(d) (Existing facilities) and Section 15302(c) (Replacement or reconstruction) because this contract involves restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment.  Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.  Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because Floyd Johnston Construction Co. Inc., a local business, is the lowest responsive and responsible bidder.

 

FISCAL IMPACT

 

This project has no impact to the General Fund and is located in Council District 6.  This project is identified in the five-year Capital Improvement Plan.  Funds in the amount of $240,000 for the construction project are budgeted in the 2016 Sewer Enterprise Fund No. 40501.  The fiscal impact of this contract would be $209,366.
