RECOMMENDATION

 

Staff recommends that the City Council approve the attached agreement for lead agency operation of a community center with Reading and Beyond for the Mosqueda Community Center.

 

EXECUTIVE SUMMARY

 

The attached agreement will extend an existing five (5) year partnership with Reading and Beyond (Reading), a Community Based Organization (CBO), for an additional five (5) years to operate the Mosqueda Community Center.  This five (5) year agreement will allow RAB to continue serving Southeast Fresno by operating in the Mosqueda Community Center through 2021, in which RAB will utilize the Community Center in exchange for providing community service, recreation and academic programs to the community between the hours of 3:00pm to 7:00pm. 

 

Unlike other CBO agreements, Reading has been paying the cost of providing all the utility related expenses over this period, including the community pool and field lights.  In recognition of this previous commitment the City has agreed to cover the cost of utilities during the term of this agreement. 

 

BACKGROUND

 

Beginning in June of 2011, the City of Fresno PARCS Department entered into an agreement with Reading to operate the Mosqueda Community Center.  Reading operates the Mosqueda Community Center as a one-stop location in which residents are provided a variety of programs ranging from family services to job preparation and placement. With this extension Reading will continue to partner with other community agencies such as the County of Fresno Department of Social Services, Fresno County Economic Opportunities Commission, UC Cooperative Extension and WIC.  The Reading and Beyond workforce development grant will also provide services and programs at this site. The current agreement expired on May 31, 2016.

 

Under the terms of the new agreement Reading will continue to provide daily social and recreational programs to the community.  In turn, PARCS will be responsible for graffiti removal and facility and green space maintenance as well as operate the community swimming pool and bike park. 

 

Furthermore, Reading has also incurred the cost of all utilities over the last five years, even those related to the operation of the community pool and field lights.  In recognition of this contribution, and as is the case with the other existing CBO agreements, the City will now cover the annual cost of utilities which are estimated to be approximately $70,000. 

 

ENVIRONMENTAL FINDINGS

 

By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a “project” for the purposes of CEQA. 

 

LOCAL PREFERENCE

 

Not implemented because this item does not include a bid or award of a construction or service contract.   

 

FISCAL IMPACT

 

The annual cost of utilities is projected to be $70,000, of which $40,000 was already included in PARCS Fiscal Year 2017 operating budget.  The remaining balance can be absorbed within existing PARCS appropriations. .
