Approve an amendment to the Agreement with Provost and Pritchard Engineering Group, Inc., a Fresno based California corporation, to perform value engineering services and modify plans for the Courthouse Park Transit Shelter Design and Engineering Project in the amount of $18,954.

RECOMMENDATION

 

Staff recommends Council approve a first contract amendment (“Amendment”) in the amount of $18,954 with Provost and Pritchard Engineering Group, Inc. (“Provost and Pritchard”), a Fresno based California corporation, to perform value engineering services for the proposed bus shelters included in the Courthouse Park Transit Shelter Design and Engineering Project and revise corresponding 95 percent Construction Documents.

 

EXECUTIVE SUMMARY

 

The Department of Transportation/FAX seeks the Amendment to an existing professional design and engineering consulting services contract with Provost and Pritchard for the Courthouse Park Transit Shelter Design and Engineering Project.  The project will replace FAX transit shelters, renew aging infrastructure, and update related amenities at three major transfer centers located within the downtown Courthouse Park.  The plans and specifications for the project have reached the 95 percent Construction Document milestone.  This Amendment will allow Provost and Pritchard to perform value engineering services and modify 95 percent Construction Documents with the goal of reducing the estimated cost of the proposed bus shelters prior to soliciting bids for construction.  Provost and Pritchard will utilize cost-saving measures proven to successfully reduce construction costs of the bus shelters from the Bus Rapid Transit (BRT) project.

 

BACKGROUND

 

On March 28, 2014, the Department of Transportation/FAX entered into an Agreement, in an amount of $360,354, with Provost and Pritchard to perform engineering and design services to revitalize the Courthouse Park Intermodal Transit Center.  Services include the replacement of the FAX transit shelters, replacement of aging infrastructure, and update related amenities at the three major transfer centers located within Courthouse Park.  These facilities are major transit hubs located on Van Ness Avenue and Fresno Street.  FAX recognizes the facility is approximately 30 years old and has had no significant updates or improvements since originally constructed.

 

The plans and specifications for the project have reached the 95 percent Construction Document milestone.  Utilizing cost-savings measures learned from the BRT project, staff recognizes an opportunity to value engineer the roof structure of the proposed Courthouse Park bus shelters to achieve similar cost-saving results as BRT.  The goal is to reduce the estimated construction cost to build the proposed shelters and provide a net reduction for the overall cost of the project.

 

In order to research, develop and implement value engineering revisions prior to soliciting bids, staff is recommending Council approve the Amendment to increase the contract amount of $18,954.  This will allow staff to move forward with completing the design and soliciting bids for the construction phase of the associated capital project.  The City Attorney has reviewed the contract Amendment and approved it as to form.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act Guidelines Section 15378, the award of this contract does not qualify as a “project.”

 

LOCAL PREFERENCE

 

Local preference was not applied to this Amendment as it is not an award of a contract.

 

FISCAL IMPACT

 

This project has no fiscal impact to the General Fund.  The funding for the activity is appropriated in the Department of Transportation FY2016 budget.  Funding is comprised of FTA 5307, 5309 and CMAQ grants.
