RECOMMENDATION

 

It is recommended that City Council approve a resolution authorizing the 1st Amendment to the Annual Appropriation Resolution No. 2016-118 appropriating $120,000 of Citywide Police Facility Impact fees for the new Fresno Police Department Central Policing Station located at Manchester Center.

 

EXECUTIVE SUMMARY

 

On April 14, 2016, the City Council approved a lease with Omninet Properties Manchester Center, LLC that will house the newly established Central Policing Station. The Department has additional needs for move-in expenses and requests an increase of appropriations of Citywide Police Facility Impact fees in the amount of $120,000. These funds will be used to pay for items directly related to the establishment of the new policing station.  This item seeks to include the monies received as part of the Police Department’s Fiscal Year 2017-2018 budget.

 

BACKGROUND

 

On April 14, 2016, the City Council approved a lease with Omninet Properties Manchester Center, LLC., that will house the newly established Central Policing Station.  The term of the lease is 60 months and the rented space is approximately 8,000 - 10,000 square feet. The lease is free of charge and Omninet will be responsible for all tenant improvements. The City will be responsible for operating expenses, calculated at $0.43 a square foot per month $3,440 - $4,300).

 

The Central Policing District will house roughly 100 personnel to include command staff, patrol officers, detectives, cadets, School Neighborhood Resource, and FAX officers. In addition, 100 parking spaces will be provided at the Manchester Center for personal and work vehicles.  The new Central District Station would serve as the base for police operations, and would be fully staffed and operational day and night.   

 

The appropriated funds will go towards paying for necessities such as:

 

                     Phones (10C)

                     Helios (10C wiring)                                           

                     UTC (Door Fobs)

                     Sierra Lock Key

                     Network hardware/software (10X)

                     Laser Jet Printers (10X)

                     Network Cables

                     CPU Monitors (25)

                     Furniture

 

These costs are intended to be one time costs and not to reoccur on an annual basis.

 

ENVIRONMENTAL FINDINGS

 

The purchase of law enforcement equipment is not a “project” pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not considered since this item does not include a bid or award of a construction or service contract.

 

FISCAL IMPACT

 

The Police Department’s FY 2017 General Fund budget includes $100,000 for space lease and utilities for the new Police Central Station.  We are asking for $120,000 of appropriations from Citywide Police Facility Impact fees to fund one-time equipment costs to fully establish the station with phones, wiring, computers, door locks and furniture.  The purchase of equipment for new police facilities is an allowable expense in this fund.  There is no impact to the General Fund.
