RECOMMENDATIONS
Staff recommends that the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines and award a construction contract with Dave Christian Construction Co., of Fresno, California in the amount of $686,446 as the lowest responsive and responsible bidder for the West Almy Avenue Street Reconstruction Project and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.
EXECUTIVE SUMMARY
The pavement along West Almy Avenue between Fig Avenue and Clara Avenue is in a state of severe disrepair. The proposed project will replace the existing deteriorated pavement providing a smooth riding surface for vehicular traffic along West Almy Avenue.
BACKGROUND
In Fiscal Year 2017, the Housing and Urban Development Department allocated funds to rehabilitate West Almy Avenue. The scope of the project includes new asphalt pavement, concrete improvements, Americans with Disabilities Act wheelchair ramps, street lighting and striping.
Public Works Staff prepared A Notice Inviting Bids and it was published in the Fresno Business Journal on May 30, 2016, posted on the City’s website and faxed to ten (10) building exchanges. The specifications were distributed to eleven (11) prospective bidders. Three (3) sealed bid proposals were received and opened in a public bid opening on June 28, 2016. Bids ranged from $686,446 to $880,425. Dave Christian Construction Co. of Fresno, California submitted a bid in the amount of $686,446 and was determined to be the lowest responsive and responsible bidder for the project. The bids will expire on September 31, 2016.
Staff is recommending that the Council award a construction contract with Dave Christian Construction Co. of Fresno, California in the amount of $686,446 for the West Almy Avenue Street Reconstruction as lowest responsive and responsible bidder and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use. This exemption applies because this project involves the reconstruction of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic. The purpose of the project is to replace of the pavement and to provide a smooth riding surface for the motorists. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
The local preference was not implemented based on conditions of the funding for the Housing and Urban Development Grant.
FISCAL IMPACT
The vast majority of the $1,069,991 project is located in Council District 3, with a very small component at the end of the project limits in the County of Fresno. The overall project is funded by $1,016,491 in Community Development Block Grant (CDBG) funds and $53,500 in ABX8 Gas Tax funds. The project will not have any impact to the General Fund. Of the overall budget of the project, $755,091 (including contingency) will be used for the construction contract award.
