Staff recommends the City Council award the consultant agreement with Blair, Church & Flynn Consulting Engineers to design the rehabilitation and or replacement of sewer pipes in Hammond Avenue and Abby Street.
EXECUTIVE SUMMARY
The Department of Public Utilities, Wastewater Management Division (Department) is seeking to award the professional consultant services agreement with Blair, Church & Flynn Consulting Engineers in the amount of $52,400 and a contingency of $1000 to design the rehabilitation and or replacement of sewer pipes in Hammond Avenue and Abby Street.
BACKGROUND
The Wastewater Collection System Master Plan update 2015 identifies the project sewer as being deficient with respect to wastewater flow capacity, and recommends capital improvements to replace the existing 20-inch sewer with a new 24-inch sewer. The capital improvement projects recommended in the Master Plan is planned to occur during the period of 2014-2020. However, the Master Plan also recommends that wastewater flow and sewer capacity be re-evaluated prior to implementing a sewer replacement project to confirm the suspected capacity deficiency.
Following Fresno Municipal Code Chapter 4, Article 1 and Administrative Order 6-19, the Department of Public Utilities notified in excess of one hundred consulting firms requesting a statement of qualification and project proposals. The Department received seven qualifications and six proposals. After reviewing all of the statement of qualifications and cost proposals, it was determined that Blair, Church & Flynn was the most qualified, experienced and submitted the lowest design cost to the City for the sewer rehabilitation / replacement design on Hammond Avenue and Abby Street compare to the other firms. A consultant services agreement has been negotiated in the amount of $52,400 and $1,000 contingency.
The City Attorney’s Office has reviewed the contract and approved it as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines (CEQA) Guidelines Section 15378 the award of these contracts does not qualify as a “project” for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was implemented, Blair, Church & Flynn Consulting Engineers is a local business.
FISCAL IMPACT
This project has no impact to the General Fund and is located in Council District 7. This project is identified in the Wastewater Management Division five year capital improvement plans and current rate structure. Funds in the amount of $1,330,000 are budgeted in the 2017 Sewer Enterprise Fund No. 40501.
