Actions pertaining to the installation of water mains in neighborhood streets bounded by Bullard Avenue, Van Ness Boulevard, Wrenwood Lane and Pleasant Avenue - Bid File 3394 (Council District 2 and Fresno County)
1. Adopt a finding of Class 2 Categorical Exemption set forth in California Environmental Quality Act (CEQA) Guidelines, Section 15302(c), for the installation of 8” and 12” water mains in neighborhood streets bounded by Bullard Avenue, Van Ness Boulevard, Wrenwood Lane and Pleasant Avenue
2. Award a construction contract in the amount of $2,444,991 to West Valley Construction Company, Inc., of Fresno, California as the lowest responsive and responsible bidder for the installation of 8” and 12” water main in neighborhood streets bounded by Bullard Avenue, Van Ness Boulevard, Wrenwood Lane and Pleasant Avenue, and authorize the Public Works Director, or designee, to sign the standardized construction contract on behalf of the City of Fresno

RECOMMENDATIONS
Staff recommends that the City Council adopt a finding of Categorical Exemption per Staff determination pursuant to Section 15302(c) of the CEQA Guidelines, and award a construction contract in the amount of $2,444,991 to West Valley Construction Company, Inc., of Fresno, California as the lowest responsive and responsible bidder and authorize the Public Works Director, or designee, to sign the standardized construction contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The existing water mains are located in easements at the rear of private properties. The proposed project will replace the aging water mains with new water mains placed in the street right-of-way. The new water mains will provide consistent water pressure, eliminate water main failures and provide reliable water distribution and fire suppression.
BACKGROUND
This project is in the neighborhood streets bounded by W. Bullard Avenue, N. Van Ness Boulevard, W. Wrenwood Lane, and N. Pleasant Avenue. The existing water mains are located in easements at the rear or backyard of private properties with limited access for City maintenance Staff. Due to the ages of the existing mains, numerous water main failures have occurred and water services to customers have been interrupted. The proposed water mains will be placed in the street right-of-way and will improve access for the City maintenance Staff.
The scope of work for this project includes the furnishing and installation of all pipes, complete in place with fire hydrants, valves and other appurtenances, water services and meter boxes, on-site water service lines, service transfers, trenching and trench resurfacing. The cost of this water main project is funded with the Water Division’s FY 2017 Capital Improvement Project Budget within the Water Enterprise Fund.
Public Works Department Staff prepared plans and specifications, and a Notice Inviting Bids was published in The Business Journal and posted on the City’s website on May 23, 2016. Notices Inviting Bids were sent to ten (10) Building Exchanges and specifications were distributed to five (5) prospective bidders. Three (3) sealed bids were received and opened in a public bid opening on June 14, 2016. Bids ranged from $2,444,991 to $4,803,402. Staff recommends that the Council award a construction contract in the amount of $2,444,991 to West Valley Construction Company, Inc., of Fresno, California as the lowest responsive and responsible bidder for the installation of 8” and 12” water mains in the neighborhood streets bounded by Bullard Avenue, Van Ness Boulevard, Wrenwood Lane and Pleasant Avenue, and authorize the Public Works Director, or his designee, to sign the standardized construction contract on behalf of the City. Bids expired on August 17, 2016. Staff asked the Purchasing Division to request an extension of time from the bidders to award the bid. Of the three bidders, West Valley Construction Company, Inc. and Bill Nelson G.E.C., Inc. extended the time to award the bid. The extended bids will expire on September 30, 2016.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment of this project and has determined that this project falls within the Class 2 Categorical Exemption set forth in CEQA Guidelines, Section 15302(c), as this contract is for the replacement of existing utility systems, which will not result in the expansion of capacity of existing uses. Furthermore, Staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2, apply to this project.

West Valley Construction Company, Inc. is a local business.
FISCAL IMPACT
Funding for this water main replacement project is included in the Water Division’s FY 2017 Capital Improvement Project Budget within the Water Enterprise Fund with no impact on the General Fund.
