RECOMMENDATIONS
It is recommended Council: (1) approve the attached MOU to implement wages, hours and other terms and conditions of employment for City employees in Unit 11, Airport Public Safety Officers, represented by Operating Engineers, Local 3 (FAPSO/OE3); and, (2) adopt the Fourth Amendment to Salary Resolution No. 2016-120 to amend salaries in Exhibit 11 for Airport Public Safety Officers.
EXECUTIVE SUMMARY
The City and FAPSO/OE3 reached tentative agreement on a successor MOU which will replace the MOU which expired on June 30, 2016. The MOU provides for an agreement through June 30, 2018, a wage increase and changes to other benefits.
Council is also asked to approve the Fourth Amendment to FY 2017 Salary Resolution No. 2016-120, amending Exhibit 11 to implement salaries stated in the MOU.
BACKGROUND
The City and FAPSO/OE3 have reached tentative agreement on a successor MOU. Members of the Unit have ratified the tentative agreement. Major points of the attached MOU are summarized below:
• Term: September 5, 2016 through June 30, 2018
• Wages:
o 2% wage increase effective September 5, 2016
o 2% wage increase effective September 4, 2017
• POST Premium: 3% of base wage for those who have an Advanced POST certificate effective January 1, 2017
The attached Fourth Amendment to the Salary Resolution implements wage agreements with FAPSO/OE3 by amending Exhibit 11.
The City Attorney’s Office has approved the new MOU and the Salary Resolution Amendment as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.
LOCAL PREFERENCE
Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.
FISCAL IMPACT
Approval of the MOU and Salary Resolution Amendment will result in additional salary and benefit expenses of approximately $14,551 to Airports funds and no additional cost to the General Fund in Fiscal Year 2017; and approximately $30,264 to Airports funds and no additional cost to the General Fund in Fiscal Year 2018. The additional expenses have been budgeted in the Department budget.
