It is recommended that the Council award a service contract in the amount of $77,546.90 to Shier Aviation, dba Corporate Helicopters (San Diego, CA), to complete a manufacturer-mandated 12-year inspection of a Fresno Police Department Airbus H-120 helicopter.

EXECUTIVE SUMMARY

The second of two Fresno Police Department Airbus H-120 helicopters is due for a mandated 12-year inspection in October 2016. The first helicopter underwent the same inspection in November 2014, after issuing a Request for Proposal (RFP). Shier Aviation, dba, Corporate Helicopters, was determined to be the lowest responsive and responsible bidder. The City purchasing manager has confirmed that if Shier Aviation keeps prices the same as the RFP from 2014, the department can "piggyback" on that RFP to allow Shier Aviation to do the same inspection on the second helicopter.

BACKGROUND

The Fresno Police Department's "Skywatch" Air Support Unit currently operates two helicopters, a 2003 Airbus H-120 (certificated in 2002) and a 2005 Airbus H-120 (certificated in 2004). Airbus (formerly known as American Eurocopter) mandates a 12-year (144-month) inspection be done on all helicopters that it manufactures. The inspection was completed on the first helicopter in February 2015. The 12-year inspection on the second helicopter must be started by the end of October 2016.
