RECOMMENDATION

 

It is recommended Council adopt the resolution to accept the U.S. Department of Homeland Security Assistance to Firefighters Grant Program (AFG) for $33,300 and the 16th amendment to AAR No. 2016-118 to appropriate funding to the Fire Department FY17 budget for the purchase of personal protective equipment (Helmets). 

 

EXECUTIVE SUMMARY

 

The Fire Department participated in the U.S. Department of Homeland Security Assistance to Firefighters Grant process and submitted an application on January 15, 2016, along with other public safety agencies.  On May 16, 2016, the department was notified it had been awarded a grant in the amount of $36,581 to purchase 157 sets of personal protective equipment (helmets) for firefighting personnel.  An adopted City Council resolution is required to enable the department to process the grant and receive payment of the grant funds.

 

BACKGROUND

 

The AFG Program has been made available through the U.S. Department of Homeland Security Grant.  During a recent survey to identify the date existing turnouts were placed in service, the department identified 157 sets that were ten years or older and not in compliance with OSHA and NFPA guidelines.  On January 15, 2016, the department submitted an AFG application for the purchase of 157 helmets ($36,581); and funding to replace 96 Mobile Data Terminals utilized within the Department on suppression apparatus and support vehicles  ($440,256), for a total initial application request of $476,837.

 

On May 16, 2016, the department was notified it had been awarded funding for one of the two projects requested and was granted $36,581 to purchase 157 sets of personal protective equipment (helmets) for firefighting personnel.  The other requested equipment funds were not awarded.

 

The federal share of the grant is $33,300, and the required 10 percent department match is $3,325. The period of performance is one year and ends May 16, 2017.  An adopted City Council resolution is also required to enable the department to process the grant, to allow the Fire Chief to sign all required grant documents, and to receive payment of the grant funds.

FISCAL IMPACT

 

There is no net fiscal impact to the General Fund in FY17.  Sufficient matching funds were appropriated in the FY17 budget and no additional General Fund monies will be required.
