RECOMMENDATION

Staff recommends City Council approve the First Amendment to Agreement with VSCE in the amount of $35,973 for additional Material and Special Inspection related to the Fresno Area Express (FAX) Livability Grant Project; extend the completion date of the agreement to December 31, 2017; and allow for the Public Works Director or his designee to sign on behalf of the City.

EXECUTIVE SUMMARY

FAX's Bus Rapid Transit (BRT) construction is underway with a scheduled completion date of September 2017. In addition to BRT, FAX also received funding to improve the level of passenger amenities located at Courthouse Park. One of these improvements included the construction of a new pedestrian bridge adjacent to Van Ness Avenue in downtown Fresno. This bridge and other related improvements are being funded by a Federal Transportation Administration Livability Grant. The new bridge requires special inspection and material testing due to the nature of the bridge construction, and the First Amendment will provide necessary funding for the inspection and material testing. Given that VSCE has already been retained to perform the same services for the BRT project, it is staff's recommendation to amend the existing agreement to include the bridge and other related improvements associated with the Bus Livability grant.
