RECOMMENDATION

 

Staff recommends that the City Council adopt a finding of Class 1 Categorical Exemption, pursuant to Section 15301(c) of the CEQA Guidelines and award a construction contract for $379,382 to Kertel Communications Inc., dba Sebastian of Fresno, California, as the lowest responsive and responsible bidder for the Clinton and Palm Traffic Signal Modification and authorize the Public Works Director or designee to sign the contract on the City’s behalf.

 

EXECUTIVE SUMMARY

 

The proposed Clinton and Palm Traffic Signal Modification will provide protected left turn movement of vehicles through the intersection. These improvements will provide more efficient vehicle movement through the intersection and improved safety for vehicular and pedestrian traffic. The City received a grant through the Highway Safety Improvement Program (HSIP) which is providing funding for the improvement project. On October 10, 2016, two sealed bids were received and opened in public.  Kertel Communications Inc., DBA Sebastian of Fresno has been determined to be the lowest responsive and responsible bidder.  Staff recommends that the Council award a construction contract in the amount of $379,382 to Kertel Communications Inc., dba Sebastian and authorize the Public Works Director or designee to sign the contract on the City’s behalf.

 

BACKGROUND

 

The proposed Clinton and Palm Traffic Signal Modification will provide for protected left-turn movement of vehicles through the intersection. These improvements will provide significant improvement for efficient vehicle movement through the intersection as well as improved safety for both vehicular and pedestrian traffic.  The project includes protected left-turn phasing improvements to the existing traffic signals, new crosswalks, signing and pavement striping. Right of way was acquired for placement of ADA-compliant curb ramps requiring a block wall to be constructed and the relocation of fences.

 

Public Works design staff prepared project plans and specifications and a notice inviting bids was published in the Business Journal on September 12, 2016, posted on the City’s website and faxed to 20 building exchanges. The specifications were distributed to twenty prospective bidders. Two sealed bid proposals were received and opened in a public bid opening on October 18, 2016, with bids of $379,382 and $531,000.  Kertel Communications Inc., dba Sebastian of Fresno was deemed the lowest responsive and responsible bidder. The bids will expire in 64 days as of the bid opening of October 18, 2016.

 

Staff recommends awarding a construction contract to Kertel Communications Inc., dba Sebastian in the amount of $379,382 to construct the Clinton and Palm Traffic Signal Modification and authorize the Public Works Director, or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff has performed an environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines Section 15301(c) (existing facilities), which exempts the repair, maintenance, or minor alteration of existing structures or facilities, which includes existing streets, sidewalk and gutters, and no further expansion of existing use, because the project includes installation of traffic signal facilities, crosswalks, ADA curb access, signage and pavement striping. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not used based on conditions of state and federal funding.

 

FISCAL IMPACT

 

The Clinton and Palm Traffic Signal Modification is located in District 1. The overall budget for the project is $557,180 and is funded by $478,123 in Highway Safety Improvement Program Regional Bid funds (state and federal) and $79,057 local Traffic Signal Mitigation Impact Fee funds. The project will not have any impact to the General Fund.  Of the overall budget of the project, $379,382 will be used for the construction contract award.
