RECOMMENDATIONS

 

Staff recommends that the City Council approve a consultant services agreement with Blair, Church & Flynn Consulting Engineers, Inc., (Blair) for the design of the Sierra Sky Park Neighborhood Water Main and Water Service Replacement Project for an amount not to exceed $156,100; and authorize the Director of Public Utilities or designee to sign the contract on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Water Division, has identified the Sierra Sky Park Neighborhood as an area in need of water main replacement.  The existing water mains to be replaced have exceeded the service life expectancy.  Staff recommends the Council award a consultant services agreement to Blair for the design for the neighborhood water main and water service replacement project.  Funding for this contract is included in the FY17 adopted budget.

 

BACKGROUND

 

The Department of Public Utilities, Water Division, is experiencing a high frequency of leaks in the Sierra Park Neighborhood due to water main or water service failures.  A portion of the existing water system is located within easements on private property, which limits the Water Division’s ability to access the water system for maintenance and repair.  In addition, two existing water mains are located beneath the existing airport runway and have the potential to disrupt operation of the airport if the water mains were to fail.  The existing water system serving the Sierra Sky Park Neighborhood consists of steel pipe.  Staff has determined the existing water mains have exceeded the expected and useful service life and are now in need of replacement.  The proposed water main replacements will be installed outside of the airport runway and located within existing street right of ways.

 

On August 11, 2016, an advertisement was published inviting Statements of Qualifications for Water Distribution, Sewer Collection, Wellhead Treatment Design and Construction Support Services for a period not to exceed three years. Seven firms submitted a Statement of Qualification package.  The submittals received were reviewed by a selection committee and on September 12, 2016, four firms were selected.  Blair was determined to be one of the four selected consultant firms. 

 

ENVIRONMENTAL FINDINGS

 

Approval of this contract is not a project for the purposes of the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local Preference was implemented because Blair is a local business pursuant to the Fresno Municipal Code Section 4-109(b).

 

FISCAL IMPACT

 

Approval of the consultant services agreement will not impact the General Fund.  Funding for this project is included in the Water Division’s FY2017 capital improvement budget within the Water Enterprise Fund (40101).  The project was also included in the water rate model used to create the five-year utility rate plan that was adopted by the City Council on February 26, 2015.
