Staff recommends the City Council approve the first amendment to the consultant agreement for $13,314 with Blair, Church & Flynn Consulting Engineers, a California Corporation for the additional pipeline design for the North Central Downtown project.

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Wastewater Management Division (Department) is seeking to amend the professional engineering services agreement with Blair, Church & Flynn Consulting Engineers, a California Corporation for $13,314.  The Amendment is necessary to provide scope changes which the City requested as a direct result of lessons learned on projects completed during design of this project.

 

BACKGROUND

On August 31, 2015 the City and Blair, Church & Flynn Consulting Engineers entered into a $74,100. Agreement for consulting engineering work associated with the Sewer Rehabilitation/Replacement in North Central Downtown.  During construction of related projects in downtown Fresno especially in the alleys, the existing utilities were not in the locations shown on the available as-built drawings and in many occasions the existing sewer and water main clearances did not meet state standards.  This led to issues with maintaining the required separation between the water and sewer mains to protect the public health which prompted three scope additions to the design of the Sewer Rehabilitation/Replacement in North Central Downtown.

The first scope change is requested to provide additional utilities research in the alleys using ground penetrating radar and radiodetection with a cable locator to locate the actual position of the existing utilities.  The second scope change is to survey all the marked utility locations and the final scope change is to update the plans as required.

 

The original design contract with Blair, Church & Flynn Consulting Engineers totaled $74,100.  Staff negotiated the additional scope to the contract for an increase of $13,314 which brings the total sum of the contracts to $87,414.

 

City Attorney’s Office has reviewed and approved as to form the first amendment to the agreement. Upon approval by the Council, the Agreement will be executed by the Director of Public Utilities.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the award of this contract does not qualify as a “project” for the purpose of CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented; this item is an amendment of a contract.

 

FISCAL IMPACT

 

This project has no financial impact on the General Fund and is located in Council District 3. This project is identified in the Wastewater Management Division capital improvement plans and current rate structure.   .
