SUBJECT: Sexual Assault Forensic Exam Contracts
Title
Actions pertaining to the award of three (3) separate contracts for sexual assault examinations services for victims and suspects:
1. Award a three (3) year contract to Forensic Nurse Specialists of Central California, Inc. (FNSCC) totaling $376,800;
2. Award a three (3) year contract to Community Regional Medical Center (CRMC) totaling $154,500; and
3. Award a three (3) year contract to Valley Children's Hospital (VCH) totaling $69,750.

RECOMMENDATIONS
Staff recommends City Council award three separate contracts for sexual assault forensic examinations over a three year period to Forensic Nurse Specialists Central California, Inc. (FNSCC) in the amount of $376,800; Community Regional Medical Center (CRMC) in the amount of $154,500; and Valley Children's Hospital (VCH) in the amount of $69,750, and authorize the Chief of Police or designee to execute all related documents. The term of each proposed agreement is from July 1, 2016, through June 30, 2019.
EXECUTIVE SUMMARY
On February 3, 2016, the City advertised a Request for Proposals (RFP) to complete forensic examinations, and included six items: (1) acute victim sexual assault forensic examinations, (2) acute suspect sexual assault forensic examinations, (3) acute victim sexual assault forensic examinations with medical treatment required (4) acute suspect sexual assault forensic examinations with medical treatment required, (5) non-acute victim sexual assault forensic examinations, and (6) cancelation fees for acute examinations after being authorized by the Fresno Police Department (FPD).
FNSCC submitted a proposal for all six items for $125,600. Staff recommends a three- year contract with FNSCC, for Items 1, 2, 5, and 6, for a total amount not to exceed $376,800....
