RECOMMENDATIONS

 

Staff recommends that City Council adopt a finding of Categorical Exemption, pursuant to Sections 15301 (d) (Existing facilities) and 15302 (c) (Replacement or reconstruction) of the California Environmental Quality Act (CEQA) Guidelines for Headworks Chemical Room and Grit Bay Drain Repair and award a construction contract to Davis Moreno Construction, Inc., of Fresno, California.

 

EXECUTIVE SUMMARY

 

The Headworks building is a vital structure at the Fresno-Clovis Regional Wastewater Reclamation Facility (Facility).  Keeping all areas of the Facility fully functioning is essential to the wastewater treatment process and staff safety.  Staff has identified the floor drains and trench trains in the chemical room and grit bay respectively are nonfunctional because of corrosion.  This construction project will restore the functionality. The Department of Public Utilities, Wastewater Management Division is seeking to award a construction contract to repair the drains in the Headworks chemical room and grit bay.

 

BACKGROUND

 

The Facility Headworks building processes up to 80 million gallons of wastewater each day.  The Headworks building was originally constructed in the 1996.  Since construction twenty years ago the building’s drain system has suffered major deterioration caused by Hydrogen Sulfide, Ferric Chloride, and Sodium Hydroxide.  The proper drainage of wastewater and chemicals is required to maintain a safe working environment for City staff.  The damage causes the drains in the grit bay and chemical room to back up.  If the drain system is not repaired it will cause further deterioration of the concrete in the grit bay and chemical room creating a dangerous environment for City staff.  This project will repair and epoxy coat the drain trenches in the grit bay and install new epoxy coated troughs in the chemical room. 

 

Plans and specifications were prepared for the project. A Notice Inviting Bids was published on November 9, 2016 and posted on the City’s website. The specifications were distributed to nine prospective bidders, and faxed to thirteen Builder Exchanges. The bids will expire on February 15, 2017, sixty-four days after the December 13, 2016, bid opening. Three sealed bid proposals were received and publicly opened on December 13, 2016.  The bid proposal prices were $328,345.75, $356,797.00 and $395,213.00.

 

Davis Moreno Construction, Inc. was the lowest responsive bidder with a submitted bid of $328,345.75. Staff determination was posted on the City’s website. Staff recommends that the City Council award a construction contract in the amount of $328,345.75 to Davis Moreno Construction, Inc. as the lowest responsive and responsible bidder. Their bid price is 34.3% below the original Engineer’s Estimate of $500,000. 

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment for this project and has determined that it falls within Class 1 and 2 Categorical Exemption set forth in CEQA Guidelines, Sections 15301(d) (Existing facilities) and 15302(c) (Replacement or reconstruction) because this contract involves restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment.  Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. 

 

LOCAL PREFERENCE

 

Local preference was not implemented because the lowest responsive and responsible bidder is a local business.

 

FISCAL IMPACT

 

This project has no impact to the General Fund and is located in Council District 1.  This project is identified in the five-year Capital Improvement Plan.  Funds in the amount of $500,000 for the construction project are budgeted in the 2016 Sewer Enterprise Fund No. 40501.  The fiscal impact of this contract would be $347,545.75.
