Approve an agreement between Provost & Pritchard Engineering Group, Inc. dba Provost & Prichard Consulting Group (Provost & Pritchard) in the amount of $69,500 plus a contingency of $5,000 for design and preparation of construction documents for the Blackstone Avenue Overlay Project from Shaw Avenue to Ashlan Avenue (Council Districts 4 and 7)

RECOMMENDATION
Staff recommends approval of an agreement with Provost & Pritchard for $69,500, and a contingency amount not to exceed $5,000, for the design and preparation of construction documents and provision of construction management support for the Blackstone Avenue Overlay Project from Shaw Avenue to Ashlan Avenue, and authorize the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
On November 21, 2013, the Council adopted a resolution supporting various grant applications to the Fresno Council of Governments 2013 Call for Projects, including a project to overlay Blackstone Avenue between Shaw Avenue and Ashlan Avenue. Staff recommends that the Council approve an agreement with Provost & Pritchard for $69,500, and a contingency amount not to exceed $5,000, for the design and preparation of construction documents and to provide construction support for the Blackstone Avenue Overlay, Shaw Avenue to Ashlan Avenue and authorize the Public Works Director, or designee, to execute the standardized Agreement on behalf of the City of Fresno.
BACKGROUND
The project will rehabilitate Blackstone Avenue, over a one mile span, between Shaw Avenue and Ashlan Avenue. The project will overlay the existing pavement with two inches of asphalt. Additionally, this project will provide new traffic signal loop detectors, striping and construct new pedestrian ramps conforming to current American Disability Act standards. Staff received statements of qualifications from four consultants interested in providing engineering services for this project. Per Administrative Order 6-19, consultants were short listed and interviewed. Based on the interviews and statements of qualifications, staff has selected Provost & Pritchard. A fee of $69,500, and a contingency amount not to exceed $5,000, was negotiated to prepare the design and construction documents and provide construction support services.
Through the Fresno Council of Governments Call for Projects, the City has obtained funding approval for the preliminary engineering and construction phases of the project. Federal Regional Surface Transportation Program (RSTP) Regional Bid funding will provide 88.53% of the total project direct costs, with RSTP Lifeline funding to assist with local match requirements through the toll credit program.

ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA
LOCAL PREFERENCE
Local preference was not implemented because of conditions of the Federal RSTP Grant.
FISCAL IMPACT
The project will not impact the General Fund. Design and construction costs will be paid by Federal RSTP grant funds and Proposition 111 Special Gas Tax.
