1) Authorize the Parks, After School, Recreation and Community Services (PARCS) Department to accept a grant for $96,900 from the United States Soccer Federation Foundation, Inc. to provide soccer fundamentals and physical fitness enhancement to youth within identified PARCS programming at designated sites throughout the community

RECOMMENDATION

 

Staff recommends Council authorize PARCS to accept a grant for $96,900 to provide soccer curriculum and training focused on the fundamentals of the game at designated sites, authorize PARCS Assistant Director or designee to sign all necessary documents to accept and implement the grant, subject to prior approval as to form by the City Attorney’s Office, and adopt the 45th amendment to the Annual Appropriation Resolution No. 2016 - 118 to appropriate $34,600 from the United States Soccer Federation Foundation Inc. for various soccer programs.

 

EXECUTIVE SUMMARY

 

The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) was awarded a grant valued at $121,900 from the United States Soccer Federation Foundation Inc. to provide various soccer and fitness programs that requires an appropriation of funds in FY17 totaling $34,600, and the remaining balance will be built into the FY18 budget ($62,300). The grant award includes $25,000 in program-related equipment, which includes t-shirts, pinnies, shin guards, soccer balls, and operational field supplies.  With this grant funding, PARCS will supplement and enhance core recreational, fitness and nutrition programming at designated Fresno Unified School District (FUSD) Sports, Play, Active, Recreation for Kids (SPARK) Elementary School sites, Holmes and Romain Playgrounds and at designated Weekend, Recreation and Fitness Program (WRFP) sites.

 

BACKGROUND

 

The City of Fresno PARCS program serves over 2,772 SPARK students, 397 neighborhood park participants and 1,002 WRFP attendees.  The grant award will provide PARCS the opportunity to promote the game of soccer to youth and improve health and social outcomes of children, particularly in underserved communities.  The program curriculum and implementation strategies will focus on soccer fundamentals and physical fitness enhancement and awareness led by PARCS recreation leaders.

 

The program will operate during the term of the grant for a total of 36 weeks, consisting of three 12-week sessions.  PARCS will operate the program for 12 weeks in the Spring of 2017 and for 24 weeks in the 2017 - 2018 program year, with 12 weeks in the Fall of 2017 and 12 weeks in Spring of 2018.   The program will provide programming for 1,400 participants from 6 to 15 years of age. Program implementation sites will include FUSD Elementary School sites through the SPARK Program, Holmes and Romain Playgrounds through the Neighborhood Parks Program and designated FUSD High Schools through the WRFP program.

 

ENVIROMENTAL FINDINGS

 

The City of Fresno PARCS Soccer for Success Program will be provided at FUSD and PARCS facilities.  By the definition in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the acceptance of funded work experience participants does not qualify as a “project” as defined CEQA.

 

LOCAL PREFERENCE

 

Local preference was not considered because this Resolution does not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

There is no fiscal impact to the General Fund.
