RECOMMENDATION

Staff recommends that City Council adopt a Resolution authorizing the Department of Public Utilities to submit applications to the California department of Resources Recycling and Recovery (CalRecycle) for applicable Payment Programs, and authorizing the Director of Department of Public Utilities or designee, to submit applications to CalRecycle for all Payment Programs and execute all documents necessary to secure payment(s).

EXECUTIVE SUMMARY

CalRecycle's Payment Programs provide funding for solid waste and recycling activities, including but not limited to outreach events, recycling activities, litter control, oil recycling, and other citywide. The Solid Waste Management Division participates in applicable Payment Programs and in 2016 received $367,624 for such activities. CalRecycle requires the City designate by resolution a person authorized to submit and execute related documents for the Payment Programs. The proposed resolution will allow the City's continued participation in CalRecyle Payment Programs, including those currently in progress, which benefit the City of Fresno and its residents. Funding expenditures are applied consistent with state requirements.

BACKGROUND

Payment Program funds are used each year to promote the importance of recycling all products, waste minimization, litter abatement, and to support public education and community outreach.
