RECOMMENDATIONS

 

Staff recommends the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, and award a construction contract with Cal Valley, in the amount of $651,583 as the lowest responsive and responsible bidder for the Shields Avenue Pavement Overlay from Blackstone to Palm Avenues, and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.

 

EXECUTIVE SUMMARY

 

Shields Avenue is in a state of disrepair due to extreme old age.  The proposed project will grind and overlay the existing deteriorated pavement providing a smooth riding surface for vehicular traffic along Shields Avenue between Blackstone and Palm Avenues.

 

BACKGROUND

 

The scope of the project includes grinding existing asphalt, placing new asphalt pavement, reconstructing curb ramps to comply with the Americans with Disabilities Act, detector loop replacement and pavement striping.

 

Public Works Staff prepared a Notice Inviting Bids which was published in the Fresno Business Journal on January 11, 2017, posted on the City’s website and faxed to ten building exchanges.  The specifications were distributed to 41 prospective bidders.  Eight sealed bid proposals were received and opened in a public bid opening on February 7, 2017.  Bids ranged from $651,583 to $899,116. Cal Valley submitted a bid in the amount of $651,583 and was determined to be the lowest responsive and responsible bidder for the project.  The bids will expire on April 12, 2017.

 

Staff recommends Council award a construction contract with Cal Valley in the amount of $651,583 for the Shields Avenue Pavement Overlay from Blackstone to Palm Avenues as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff performed a preliminary environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use.  This exemption applies because this project involves the reconstruction of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic.  The purpose of the project is to replace the surface pavement to provide a smooth riding surface for the motorists.  Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented based on conditions of the federal funding for the project from this Federal Highways Administration Grant.

 

FISCAL IMPACT

 

The Shields Overlay from Blackstone to Palm Avenues is located in Council Districts 1 and 7. The overall cost of the project is $885,183 and is funded by Regional Surface Transportation Program (RSTP) funds. The project will not have any impact to the General Fund.  Of the overall budget of the project, $716,700 (including contingency) will be used for the construction contract award.
