RECOMMENDATION
Staff recommends that the City Council adopt a finding of Categorical Exemption pursuant to Section 15301(c) Class 1 of the California Environmental Quality Act (CEQA) guidelines, award a construction contract with Agee Construction Corporation of Clovis, California (Agee) for $249,144 as the lowest responsive and responsible bidder and authorize the Public Works Director or designee to sign the construction contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The eastbound travel lanes of Shaw Avenue from Blythe Avenue to Brawley Avenue are in a state of disrepair. The proposed asphalt overlay will correct the existing deteriorated pavement condition and increase the life of the pavement while providing a smooth riding surface for motorists. The project will also upgrade the curb ramps to current standards within the project limits.
BACKGROUND
The scope of the project includes grinding existing asphalt, pavement overlay, reconstructing curb ramps to comply with the Americans with Disabilities Act (ADA), replacement of damaged traffic detector loops and pavement striping. Public Works Department staff prepared general construction documents for the project.
A Notice Inviting Bids which was published in the Fresno Business Journal on January 25, 2017, posted on the City’s website and faxed to ten (10) building exchanges. The specifications were distributed to twenty (20) prospective bidders. Four sealed bid proposals were received and opened in a public bid opening on February 21, 2017. Bids ranged from $249,144 to $337,830. Agee Construction Corporation submitted a bid for $249,144 and was determined to be the lowest responsive and responsible bidder for the project. The bids will expire on April 26, 2017.
Staff recommends Council award a construction contract with Agee Construction Corporation for $249,144 for the Shaw Avenue Pavement Overlay eastbound from Blythe to Brawley Avenues as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff performed a preliminary environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use. This exemption applies because this project involves the reconstruction of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic. The purpose of the project is to replace the surface pavement and provide a smooth riding surface for the motorists. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
Local preference was not implemented based on conditions of the federal funding for the project from the Federal Highway Administration grant.
FISCAL IMPACT
The Shaw Avenue Pavement Overlay eastbound from Blythe to Brawley Avenues is located in Council Districts 1 and 2. The overall cost of the project is $344,700 and is fully funded by Regional Surface Transportation Program funds. The project will not have any impact to the General Fund. Of the overall budget of the project, $274,058 (including contingency) will be used for the construction contract award.
