RESOLUTION - Of the Council of the City of Fresno, California, opposing Senate Bill 54, the California Values Act, related to California becoming a “Sanctuary State” and jeopardizing Federal Funding for the City of Fresno

RECOMMENDATION

 

It is recommended Council approve the Resolution that would state the Council’s opposition to the proposed Senate Bill 54. 

 

EXECUTIVE SUMMARY

 

Senate Bill 54, currently being considered in the California legislature, would designate California as a “sanctuary state,” restricting local law enforcement agencies from cooperating with federal immigration authorities.  Such an action could result in the federal government withholding funding to state and local jurisdictions, which would deprive the City of Fresno of over $127 million necessary for roads, public transportation, public safety, and housing.

 

BACKGROUND

 

SB 54 would restrict local law enforcement from cooperating with federal immigration authorities. Regardless of the merits of becoming a sanctuary or cooperating on immigration issues, a consequence could be the federal government withholding funding for any agency that refuses to cooperate. The potential loss of federal revenue to the City of Fresno could exceed $127 million, which would be disastrous for the City budget, affected departments, and the Fresno community. The loss would be worse than the recession during the recent foreclosure crisis, requiring lay-offs of hundreds of City employees.
