Approve an agreement between Blair Church & Flynn Consulting Engineers, Inc. (BCF), for $106,500 plus a contingency of $15,000 for design and preparation of construction documents for the Polk Avenue Widening Project, Shaw Avenue to Gettysburg Avenue (Council District 1 and 2)

RECOMMENDATION
Staff recommends approval of an agreement with BCF, for $106,500, and a contingency amount not to exceed $15,000, for the design, preparation of construction documents and provision of construction management support for the Polk Avenue Widening Project, Shaw Avenue to Gettysburg Avenue, and authorize the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
On October 20, 2016, the Council adopted Resolution 2016-207, approving an amendment to the Annual Appropriations Resolution including the design phase of the Polk Avenue widening project from Shaw Avenue to Gettysburg Avenue. Measure "C" Flexible funding for the design was allocated out of the FY2017 budget for neighborhood street improvements in Council District 1 at the request of Councilmember Soria. The consultant will prepare complete plans and specifications for the widening of the west side of Polk Avenue between Shaw Avenue and Gettysburg Avenue including curb and gutter, paving, sidewalks and street lighting. Funding for right-of-way acquisition or construction has not yet been identified. Staff recommends approval of the agreement in order that the engineering design work can be completed.
