RECOMMENDATION
Staff recommends approval of an agreement for Professional Engineering Services with Peters Engineering Group for $128,733 plus $15,000 for contingencies, for the design, bidding and construction support phases of the Friant Road Overlay - Champlain Drive to Shepherd Avenue ($49,275 plus $7,500 contingencies) and the Ashlan Avenue Overlay - Valentine Avenue to West Avenue ($79,458 plus $7,500 contingencies), and to allow the Public Works Director, or designee, to sign the agreement on the City’s behalf.
EXECUTIVE SUMMARY
To extend the life of the existing major streets through street surface restoration, the City of Fresno applied for Regional Surface Transportation Program (RSTP) funds to fund professional engineering design, bidding and construction support services for the Friant Road Overlay - Champlain Drive to Shepherd Avenue and Ashlan Avenue Overlay - Valentine Avenue to West Avenue.
BACKGROUND
The City of Fresno Public Works Department has identified a need for street surface restoration along Friant Road and Ashlan Avenue. In December of 2015 the City applied for RSTP funds for the design and construction of these asphalt overlay projects. Approximately 1.0 miles along Friant Road between Champlain Drive to Shepherd Avenue is in need of surface restoration. Additionally, 1.5 miles along Ashlan Avenue between Valentine Avenue to West Avenue is in need of surface restoration.
In accordance with Administrative Order (A.O.) 6-19, staff sent out requests for Statements of Qualifications (SOQ’s) in October of 2016 via City’s website. There were six SOQ’s received and staff interviewed the five best qualified respondents. In January of 2017, the firm Peters Engineering Group was selected as the most qualified consultant and staff negotiated a fee of $128,733 plus $15,000 for contingencies for the preparation of plans, specifications, cost estimates, bidding support services and construction support services for the two projects.
Staff is requesting the approval of the agreement with Peters Engineering Group in the amount of $128,733 plus $15,000 for contingencies for the design, bidding support and construction support for the Friant Overlay and Ashlan Overlay Projects and to authorize the Public Works Director or designee to sign and execute the contract.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because of conditions of the Federal RSTP Grant.
FISCAL IMPACT
The project will not impact the General Fund. Design and construction costs will be paid by Federal RSTP grant funds.
