RECOMMENDATION

 

On December 15, 2016, Council approved the appropriation of $300,000 to the PARCS Department for the Melody Park Ball Field Lighting Upgrade Project. The attached agreement will allow MUSCO to proceed with this project, which will include the installation of two (2) new light poles, new LED fixtures for both the ball field and the tennis/basketball courts, as well as replace any damaged wiring and conduit. These fixtures will not only be more energy-efficient, but will also allow for the ball field to be used as a dual-usage field for soccer and baseball.

 

EXECUTIVE SUMMARY

 

On December 15, 2016, Council approved the appropriation of $300,000 to the PARCS Department for the Melody Park Ball Field Lighting Upgrade Project. The attached agreement will allow MUSCO to proceed with this project, which will include the installation of two (2) new light poles, new LED fixtures for both the ball field and the tennis/basketball courts, as well as replace any damaged wiring and conduit. BACKGROUND

 

On December 15, 2016, Council approved the appropriation of $300,000 to the PARCS Department to proceed with the Melody Park Ball Field Lighting Upgrade Project. The attached agreement will allow MUSCO to proceed with this project which will include the installation of two (2) new light poles, new LED fixtures for both the ball field and the tennis/basketball courts, as well as replace any damaged wiring and conduit. The fixtures will be more energy efficient and provide additional lighting to allow the ball field to be used as a dual usage field for both soccer and baseball.

 

Musco Lighting Systems is part of the National Joint Powers Alliance (NJPA) contract. The contract provides competitively bid fixed-unit pricing for construction tasks from local contractors, which provides the ability to provide prompt response for building maintenance or construction services to the City of Fresno at competitive local market pricing.

 

Staff is recommending that Council award a construction contract with Musco Lighting System for $263,230.13 for the Melody Park Field Lighting Upgrade Project and authorize the PARCS Assistant Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment of this project and has determined this

project is exempt under Section 15303 of the CEQA Guidelines because this project involves new construction or conversion of small structures. None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this item is a piggyback on existing competitively bid contract through a governmental entity.

 

FISCAL IMPACT

 

The Melody Park Lighting Upgrade Project was included as a mid-year budget approval in FY17.
