RECOMMENDATION

 

Staff recommends that Council adopt a finding of Categorical Exemption and award a construction contract with JT2, Inc., dba: Todd Companies for $457,000 for the Mosqueda Park Splash Play Area project and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

Mosqueda Park is a well-attended park and the proposed splash play area will be a welcome addition for families and community members. The Mosqueda Park Splash Play Area project was included in the FY17 budget as adopted by the Council, utilizing Community Development Block Grant (CDBG) funding.

 

BACKGROUND

 

The City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department wishes to build a splash pad within the existing Mosqueda Park.  Mosqueda Park is a well-attended park and the proposed splash pad will be a welcome addition to provide the surrounding neighborhood children relief from the summer heat, while providing family fun in a safe location.

 

Pursuant to AO 6-19 staff prepared and entered into an agreement for consultant services on behalf of the City of Fresno for the design and preparation of construction documents for the Mosqueda Park Splash Play Area.  Plans and specifications were prepared by Quad Knopf, Inc.  A Notice Inviting Bids was published on March 1, 2017, distributed to nine building exchanges and posted on the City’s website.  The specifications were distributed to five prospective bidders.  Four sealed bid proposals were received and opened in a public bid opening on March 28, 2017, with bid amounts ranging from $457,000 to $592,972.

 

Staff is recommending that Council adopt finding of a Categorical Exemption and award of the construction contract to JT2, Inc., dba: Todd Companies of Visalia, CA, for $457,000 for the Mosqueda Park Splash Play Area and to authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff has determined that a Categorical Exemption is appropriate, based on Class 1 Section 15301(e) of the CEQA Guidelines, which exempts projects consisting of the operation, permitting, or minor alteration of existing public facilities (including additions to existing structures) that involve negligible or no expansion of use beyond that existing at the time of the lead agency’s determination.  Also, Class 3 Section 15303 wherein projects consisting of the construction and location of limited numbers of new, small facilities or structures.  Furthermore, staff has determined that note of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.  Staff recommends that the Council, based upon its own independent judgment, adopt a finding of a Categorical Exemption per Staff determination, pursuant to Sections 15301(e)/Class 1 and 15303/Class 3 of the CEQA Guidelines for the Mosqueda Park Splash Play Area Project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because of federal funding.

 

FISCAL IMPACT

 

The Mosqueda Park Splash Play Area project was included in the approved FY17 Budget and is being funded by CDBG Funds.
