RECOMMENDATIONS

 

Staff recommends that the City Council approve a consultant services agreement with Carollo Engineers, Inc., (Carollo) for the design of the Armstrong Avenue Water Main Project for an amount not to exceed $144,800; and authorize the Director of Public Utilities or designee to sign the contract on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Water Division, has identified the Armstrong Avenue Water Main Project as an area in need of a water main installation to satisfy water demands by providing sufficient water capacity to the area.  Staff recommends the Council award a consultant services agreement to Carollo for the design of the transmission grid water main.  Funding for this contract is included in the FY17 adopted budget.

 

BACKGROUND

 

The Department of Public Utilities, Water Division, has identified that a portion of the existing water system along North Armstrong Avenue lacks water mains to provide sufficient capacity to meet the areas water demand.  Staff has determined the proposed transmission grid water main gap closure will meet and exceed the expected water demands of the surrounding southeast area.  The Armstrong Avenue Water Main Project includes 4,100 linear feet of 16-inch diameter pipe in Armstrong Avenue. The first segment extends from Floradora Avenue north 2,700 linear feet. The second segment extends from Clinton Avenue 1,400 linear feet north to Princeton Avenue.

 

On August 11, 2016, an advertisement was published inviting Statements of Qualifications for Water Distribution, Sewer Collection, Wellhead Treatment Design and Construction Support Services for a period not to exceed three years. Seven firms submitted a Statement of Qualification package.  The submittals received were reviewed by a selection committee and on September 12, 2016, four firms were selected.  Carollo was determined to be one of the four selected consultant firms. 

 

ENVIRONMENTAL FINDINGS

 

Approval of this contract is not a project for the purposes of the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local Preference was implemented because Carollo is a local business pursuant to the Fresno Municipal Code Section 4-109(b).

 

FISCAL IMPACT

 

Approval of the consultant services agreement will not impact the General Fund.  Funding for this project is included in the Water Division’s FY2017 capital improvement budget within the Water Enterprise Fund (40101).
