RECOMMENDATIONS

 

Staff recommends that City Council award a construction contract for the construction of perimeter fencing and entry gates at 540 N. Brawley Avenue to Golden Bay Fence Plus Iron Works, Inc. of Stockton, California.

 

EXECUTIVE SUMMARY

 

The Wastewater Management Division is managing the construction of the Nielsen Recharge Basin located at 540 N. Brawley Avenue.  The majority of the construction has been completed and it is becoming critical to secure the facilities to prevent vandalism and theft.  The installation of the perimeter fencing will secure the site and allow completion of the electrical construction.

 

BACKGROUND

 

The Wastewater Management Division is managing the construction of the Nielsen Recharge Basin located at 540 N. Brawley Avenue.  This basin will be the first basin to utilize both surface water and a maximum of 50% recycled water.  The majority of the construction has been completed and it is becoming critical to secure the facilities to prevent vandalism and theft.  The installation of the perimeter fencing will secure the site and allow completion of the electrical construction.  The fencing will also halt the illegal dumping that has happened in the past.  Finally the new fencing will prevent City staff from inadvertently driving into the adjacent Fresno Irrigation District (FID) Canal.

 

The total project consists of 4,850 linear feet of chainlink fence. The price came out to $18.00 per foot of chainlink fence. Also included is the installation of three gates; one for entry/exit and the other two for FID access to the meter station.

Plans and specifications were prepared for the project. A Notice Inviting Bids was published on  March 8, 2017, and posted on the City’s website. The specifications were distributed to 17 prospective bidders, and faxed to 9 Builder Exchanges. The Bid will expire within 64 days of bid opening which is May 31, 2017. Eight sealed bid proposals were received and publicly opened on March 28, 2017.  The bid proposal prices ranged from $138,563.00 to $199,347.50.

 

Staff has determined Golden Bay Fence Plus Iron Works, Inc. of Stockton, California, is the lowest responsive and responsible bidder with a submitted bid of $138,563.00. The bid price is 31% below the original Engineer’s Estimate of $200,000.00.  Staff determination was posted on the City Website on March 28, 2017.

 

The City Attorney’s Office has reviewed and approved the construction contract as to form.

 

ENVIRONMENTAL FINDINGS

 

This project was previously environmentally assessed as part of a Mitigated Negative Declaration adopted by Council on March 17, 2011. Staff has performed an analysis pursuant to CEQA Guidelines section 15162 to determine whether subsequent environmental review is required for this project.  Based upon this analysis, the following findings are made to support the determination that no subsequent environmental review is required:

 

1. No substantial changes are proposed in the project which will require major revisions to the MND due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects because the project is being implemented as planned.

 

2. No substantial changes occurred with respect to the circumstances under which the project was undertaken which will require major revisions to the MND due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects.  The project will not have any significant effects not discussed in the MND, and there are no mitigation measures or alternatives previously found not to be feasible that are now feasible.

 

3. There is no new information, which was not known and could not have been known at the time of the MND that was not discussed in the MND.

 

Based upon these findings, it has been determined that no further environmental documentation is required for this project.

 

LOCAL PREFERENCE

 

Local preference did not apply because the closest local responsive and responsible bidder exceeded the 5%. The difference in price was $8,892.00 or 6.4%.

 

FISCAL IMPACT

 

This project has no impact to the General Fund and is located in Council District 3.  The funds do exist for this project in the Sewer Enterprise Fund 40501. The annual operations and maintenance for this asset will be funded from existing Fund 40501 Org 414501 Wastewater Operation Appropriation. Total fiscal impact for FY17 for this project will be $143,563.00. The Wastewater Management Division is constructing this basin to eventually utilize it for the recycled water disposal/recharge after the necessary permitting and construction has been completed.
