Staff recommends that the City Council approve Contract Change Order No. 1 with Roy Allan Slurry Seal, Inc. in the amount of $ 787,952 and authorize the Public Works Director or his designate to sign the Change Order on behalf of the City.

 

EXECUTIVE SUMMARY

 

On April 21, 2016, Council awarded a construction contract in the amount of $700,000 to Roy Allan Slurry Seal, Inc. for a Requirements Contract to Furnish and Install Slurry Seal on Various Streets.  A Notice to Proceed was issued on September 12, 2016, with a contract completion date of September 11, 2017.  To date, there have zero Contract Change Orders approved and no change in Contract Time by Change Order. Staff wishes to add additional locations to this Fiscal Years contract, in order to implement projects within this year’s budget such as neighborhood street program slurry seals, parking lots at City park sites and the employee parking lot at the Municipal Services Center.

 

BACKGROUND

 

An ongoing slurry seal maintenance program will ultimately save the City money by delaying/avoiding the need for more costly pavement rehabilitation projects.

 

As existing streets age, the pavement surface is slowly deteriorated by a combination of weather conditions and wheel traffic.  Over time, this process will expose and then erode the aggregate material (rocks) within the pavement section which provides the majority of the structural strength of the pavement.  If this process is left unattended, the entire pavement section will become structurally unsound.  Typical, rehabilitation for pavement with this degree of erosion is costly and typically requires the placement of an asphalt concrete overlay or, if the erosion is more severe, the removal and replacement of the entire pavement section.  The application of a slurry seal is a cost effective maintenance procedure which extends the life of existing pavement sections by replacing the thin layer of asphalt worn away by the weather and traffic.  This requirements contract augments the ongoing crack sealing, patching, pothole repairs and other maintenance performed by the Street Maintenance Division.

 

On April 26, 2016, Council approved a requirements contract with Roy Allan Slurry Seal, Inc. for $700,000 per year with a provision for three, one-year extensions. Staff is requesting the approval of a change order in the amount of $787,952 with Roy Allan Slurry Seal, Inc. to expend the budgeted street maintenance dollars before the end of this Fiscal Year. The locations of the additional slurry seals are attached.

 

Staff is requesting the approval of Change Order No. 1 with Roy Allan Slurry Seal, Inc. in the amount of $ 739,848 and authorize the Public Works Director or his designate to sign the Change Order on behalf of the City.

 

ENVIRONMENTAL FINDINGS

 

On April 16, 2016, Council adopted a finding of Class 1 Categorical Exemption pursuant to Section 15301 (c) of the California Environmental Quality Act guidelines for the slurry seal requirements contract with Roy Allan Slurry Seal, Inc.

 

LOCAL PREFERENCE

 

Local Preference was not applied since this is a change order to an existing contract.

 

FISCAL IMPACT

 

Funds in the amount of $787,952 for the construction project are budgeted in the existing Department’s Operating budget in Street Maintenance and Facilities Management divisions. In addition, there are two capital projects Miscellaneous Bikes projects and Neighborhood Street Improvements.  The change order does not require new appropriations.
